Zurg first appeared in Toy Story 2 when Rex was playing a videogame about Buzz Lighthyear. Rex lost the game when Zurg destroyed the superior part of Buzz with his trigun.

In the film Toy Story 2, Andy's toys (Buzz, Rex, Ham, Slinky, and Mr.Potato Head) go in search of the kidnapped Woody. Their travels take them to Al's Toy Barn, a toy store owned by the man who kidnapped Woody.

During their search, Buzz ends up replaced by another Buzz Lightyear (One who still believes himself to be a real Space Ranger, much like real Buzz in the first Toy Story film); one who wears a special combat belt. After Andy's toys leave the store with Combat Belt Buzz Lightyear, the real Buzz manages to escape from his boxed prison that the other Buzz had placed him in and pick up on their trail.

However, during the toys' escape, a box lands between the automatic door, thus crushing the box and unleashing its captive: The Evil Emperor Zurg. He spots the real Buzz and clenches his fist, declaring in a rage "Destroy Buzz Lightyear! Destroy Buzz Lightyear!!!" as he follows him.

"So we meet again, Buzz Lightyear, for the last time!"

After failing to get Woody to come back with them, Andy's toy's go after and attempt to follow Al to get their friend back... only to be met atop the rising elevator by none other than the Evil Emperor Zurg himself. During a battle of epic proportions between Zurg and the Combat Belt Buzzlightyear, Zurg manages to tell Combat Belt Buzz that he is his father, which met with much distress from the Combat Belt Buzz; whether Zurg was lying or not is unknown.

Before he can deliver the killing blow to Combat Belt Buzz Lightyear, Rex turns away, as he cannot bear to watch, inadvertently knocking Zurg down the elevator shaft with his tail. Combat Belt Buzz displays a great sadness in having lost who he recently came to discover may be his "father."

Later, Combat Belt Buzz meets up with his "father" Zurg, and tells the other toys to go on without him. He'd rather have a catch with his dad, who uses his arm cannon to fire balls for him to catch as he tells his "son" to go long.

Zurg is voiced by Andrew Stanton (Screenwriter of the film).

At the end of the film, a new box of toys arrives at the Sunny Daycare Center. Out strolls the Evil Emperor Zurg himself, who begins to survey his new surroundings as the other daycare toys warmly greet him and his fellow new toys with open arms.

In Buzz Lightyear of Star Comand, Emperor Zurg is the show's main villain, and again, Buzz's arch-nemesis. He is voiced by Wayne Knight (Seinfeld, 3rd Rock from the Sun).

In the animated film, Buzz Lightyear of Star Command: The Adventure Begins, Zurg helps to fake Buzz's partner, Warp Darkmatter's death, who is later revealed to be in league with Zurg the whole time. Following this, and throughout the rest of the show's run, Buzz and his new partners Mira Nova, Booster, and XR make it their mission to foil Zurg and his diabolical plans at every turn.

He also makes claims to being Buzz's father just like in the movie Toy Story 2; again, it is unknown if he is lying or not.

In the Play Station 3 version of the game you can play with Zurg as a playable character. There he has his own missions (like destroy Buzz Lightyear). In the videogame the player can blast enemies with the Zurg's trigun and drive around in Zurg's vehicle. He is voiced by Andrew Stanton.
