    Top 10 is a super-group under Alan Moore's America's Best Comics imprint. The group is a police force of heros in the city of Neopolis, a city made up of citizens who all have super powers.

    Origin

    Neopolis is a massive multilayered city built shortly after World War II and was designed as a home for the ever expanding population of science-heros (Super heros are known as sciences heros in ABC books), heroines and villains that ballooned into exoticness in the previous decade. Bringing these powered beings together solved some problems but created others, especially after the inevitable partnerships led to a surge in their numbers in the 1960's. By the 1980's, Neopolis had turned into a pressure cooker- under-financed and overpopulated- that normal policing methods could never hope to contain. In 1985 the city accepted jurisdiction by a police force covering many alternate earths, headquartered on the world known as Grand Central. Neopolis's outpost of this network is Precinct Ten (more commonly known as Top 10), it recruits its members from the Neopolis population. Working much like earths other precincts with one major exaction: the officers of Top 10 have the abilities needed to deal with Neopolis's exotic denizens.
