Rupert Kingsley was a meek, small town physician from West Virginia. Constantly ridiculed by his mother, he decided to stand up for himself and assisted a man that had been severely beaten by the local police. Unknown to him, the police were corrupt cops working for the General. They burned down his home with him inside and murdered a large portion of the local townspeople. Surviving the accident and covered from head to toe in burns, he adorned himself with bandages and launched a campaign of revenge against the General and his supporters as The Surgeon.
As The Surgeon, Kingsley fights using many of the same items he used as a physician - such as syringes, scalpels, and other various medical items. He has long abandoned his meek nature and instead treats all matters, including killing, with cold and unwavering precision.
