    The Flash is arrested, on a charge of manslaughter, in the death of Professor Zoom, the notorious Reverse Flash. Police Captain, Darryl Frye, holds a press conference. The Flash is booked. Frye, and Detective Frank Curtis, personally escort the Flash to jail. En route, they encounter the Weather Wizard, who has been recently apprehended. The Weather Wizard taunts the Flash, on his way to central booking. Curtis coaches Angelo, a young purse snatcher, on how to behave in court. The Weather Wizard bites down on a capsule, hidden in his left bicuspid, unleashing a thunderstorm inside police headquarters.

    While officers attempt to restrain the Weather Wizard, the Flash races past the melee, to attack a fleeing officer. The officer turns out to be the Weather Wizard, disguised by an illusion. The "Weather Wizard" the officers were trying to restrain was really Police Lieutenant Preston. The Flash, escorted to his jail cell, is greeted by a chorus of criminal taunts. Fiona Webb tries, futilely, to convince her doctors that she really was visited by her fiance, police forensics scientist, Barry Allen. The doctors believe Webb has suffered an emotional break from reality.

    The Flash, in his jail cell, reflects on his relationship with Webb. Judge Gerkin, on Curtis' recommendation, dismisses the case against Angelo. Gerkin releases the Flash, from jail, on his own recognizance. With a criminal case pending against him, the Flash decides to symbolically end his civilian identity. The Flash destroys all of his personal belongings. The ruckus brings Allen's neighbors, Mack, and Troy, Nathan to his door. The Nathans bear witness to the ruin inside Allen's apartment, and contact the authorities. District Attorney, Anton Harvey, tells the press that he fully expects the grand jury to indict the Flash.

    An elderly woman is mugged. Angelo is seen running from the scene of the crime. The Flash goes after him. The Flash is momentarily pulled from the chase, when a car, trying to avoid hitting Angelo, goes skidding through a store front. The Flash catches all the flying shards of broken glass, cutting his hands to ribbons. The Flash apprehends Angelo, only to discover that Angelo was actually in pursuit of the real thief. The police apprehend the thief. The Flash races to the hospital to tend to his hands. Webb, sensing that Allen, her fiance, has finally come to take her home, runs towards the Flash.
