    The Flash faces the Weather Wizard and gets an assist from an unlikely ally.

    "The Weather Wizard Blows Up A Storm!"

    Iris West is covering a science exhibition at a Central City high school. A young boy, Tommy Davis, presents a machine he built that he claims can accurately predict the weather. He tells the gathered crowd that according to his machine it will snow that afternoon. The audience laughs at him, since it's late June and it's forecasted to be over 90 degrees in the shade. Tommy insists his prediction is accurate.

    Elsewhere, the Weather Wizard (civilian name Mark Mardon) causes snow to blanket the area surrounding Central City Bank to aid him in a robbery. With the snow blocking any police response, he's able to escape with the money.

    Iris gets word of the freak snowstorm and bails on her lunch date with Barry Allen (secretly The Flash) in order to report on the story. She flags down The Flash and informs him of Tommy Davis' weather machine's accurate prediction.

    Allen introduces himself to young Tommy and requests his help tracking down the criminal at large. Tommy agrees and informs the Scarlet Speedster that Central City will experience extremely dense fog the next day.

    The Flash is able to track down the Weather Wizard the next day by following the fog, but he's unable to prevent the thief from robbing a local jewelry store. Allen returns to Tommy Davis to receive his weather prediction for the next day. The machine is not currently picking up any signs of unusual weather activity. Davis gives Allen a walkie-talkie so he can inform the hero immediately if there's any change.

    Several days later, Barry Allen receives a transmission from Tommy saying his machine indicated an unusual thunderhead cloud before the instruments went completely haywire. Next morning, The Flash is able to catch Weather Wizard in the act of attempting to rob the estate of millionaire Jason Trumbull, who collects the crown jewels of fallen kingdoms, but not before the villain destroys some of the bricks that make up the manor home. Irritated at being interrupted yet again by the hero, Mardon uses his weather wand to cover The Flash in the powdered remains of the bricks and buffets him with wind until he's almost completely petrified. Unfortunately for the thief, the dust is flung back at him so quickly and forcefully he passes out.

    After taking Mardon to jail, The Flash explains to Iris West how he was able to escape the villain's "instant weathering" technique. He was able to vibrate his atoms to protect himself from the dust's effect, then vibrated at ultra-speed to fling it back at the Weather Wizard.

    Later, The Flash and Iris visit Tommy Davis again to tell him how his machine was able to accurately predict the Weather Wizard's next move. The thief had pre-tested his weather wand every day before committing his crimes to ensure it would do exactly what he needed it to. Iris informs Tommy that she never mentioned him in her articles about The Flash's attempts to stop the Weather Wizard out of fear the dastardly villain may take drastic measures to stop the boy from aiding the Scarlet Speedster. The Flash follows up by telling Davis that now that Weather Wizard is behind bars, Tommy's about to get all the publicity he can take. The next day Tommy Davis receives a key to the city and a scholarship award for his science project.

    The Girl From The Super-Fast Dimension!

    The Flash is astonished when a young girl taps him on the shoulder, while he is running at super-speed. The girl, Doralla Kon, is from the planet Alkomar, in a neighboring dimension. En route to the planet Sthantor, Kon accidentally ended up in Central City. From her perspective, the denizens of Central City seemed to be living statues. After the Flash teaches Kon how to slow her vibratory speed, she is able to interact normally with the populace. The Flash, as police forensics scientist, Barry Allen, offers to show Kon around the city. They are joined by Allen's girlfriend, Picture News reporter, Iris West, who, at first, is jealous of Kon, but quickly warms to her.

    While standing before a fountain, an explosion rocks the city. Criminals are quick to take advantage of the devastation. Allen, as the Flash, rounds up all the looters, with an assist from Kon. Crossing a bridge in Central City park, the city is rocked by another explosion. Allen investigates as the Flash, but again, can find no cause for the blast. Another explosion follows when Allen, West and Kon cross a small body of water. Allen begins to suspect the truth. Allen and Kon see a shimmering haze form, surrounding the lake. Kon recognizes the haze as the precursor to an electro-magnetic explosion.

    Unable to penetrate the barrier, Allen, as the Flash, runs up and over it, to reach the children trapped within it's perimeter. The Flash tosses the children to Kon, who then races them away from the barrier, before it explodes. To escape the explosion, the Flash tunnels underneath the barrier. From inside the barrier, the Flash could see a shimmering aura surrounding Kon. By slowing down her vibratory rate to interact with the citizens of Central City, Kon inadvertently created the aura about her. Said aura reacted explosively whenever Kon was near water. To prevent further explosions in Central City, Kon returns to Alkomar, leaving the Flash to wonder if he will ever see her again.
