En route to the US on a merchant vessel, "The Carrier" and the terrorists he's traveling with come face-to-face with the Royal Navy. The intrigue grows as Director Cummings believes that what's in the briefcase may not be a weapon, but something much different. Meanwhile, in Hong Kong, two scientists who know exactly what's in the case hatch a plan to extort the CIA and Director Sydney Sauer: a man hellbent on capturing "The Carrier."
