    Short summary describing this character.

Bilko was played by Phil Silvers, and in many ways Phil Silvers was the proto-type for creating the character.
He is a fast talking, conniving,  cheat with a heart of gold.
He truly cares for the soldiers in his command, partly because he is certain he can count on them.
He has run many schemes out of the army barracks including a casino in the motor pool, a dating service, and a car rental agency using US Army vehicles.

    TRIVIA NOTE

The ratings for the series when it started were weak, until they shot up after in an interview in which President Eisenhower said that it was his favorite television programs.
