Charles Halstead was a linotyper for the Daily Courier who was frustrated about his lack of advancement. His first target was The Courier and he based his crimes on emotions. Each Justice Society of America member went to solve and thwart a crime based on an emotinal based crime. The Atom was in charge of protecting Halstead. The Atom believed the JSA were captured while solving the crimes. The Atom defeats the henchmen who are dressed as members of the JSA and while the battle ensues discovers the culprit to be Halstead. The Psycho Pirate wounds the Atom after dispatching the henchmen. The Atom is able to make it back to The Courier to reveal the identity of the Psycho Pirate. The Psycho Pirate is sentenced to a long prison term and researches the mysticism of emotions until his death sometime during the 1960's.
