Also, I believe Raguel is the name given to the angel of vengeance in Book of Magic.

Prior to the Modern Age, though, he wasn't actually given any kind of status as an angel.  He was just Corrigan's other identity.

And sometimes he's really weak and other times he has power beyond understanding. In the 80s the guy could hardly do anything, now he can turn people inside out.

However, The Spectre obviously has to be brought down a couple of pegs during a company-wide crisis, or else the event wouldn't be anymore than an issue long:

Villain- "I'll kill you all!"

Spectre- "No you won't."

Is the name "Raphael" from the Neil Gaiman series "Books of Magic"? Because everything I've read established his name as "Aztar", and this change was a bit confusing to me.

Well, there's always God. But, otherwise, they've set him up, in his modern incarnation, to be all but invincible. It's always taken a team effort to do him in.
