I haven't been keeping up with this title, if Dick (Batman) is in France, whose looking after Gotham? I thought Bruce was the world traveling Batman?

Isn't Superman part of the Justice League? And isn't the Justice League UN sanctioned? So why the need to renounce his US citizenship?
