From power and ability view or from personality view.. These are the most overrated naruto characters to me. This list is all about my opinion.

Kakashi was very efficent, humble and mid-level ninja when its in early times of the series. But then he and his fans is goes to insane.
They're talk about Kakashi like he more superior than Sennin Naruto, Jiraiya, Sasori, Kakuzu, Killer Bee, Deidara, 4th Raikage, Hiruzen, Tsunade, etc etc in the forums. And they're not talk about DMS Kakashi they're talk about MS Kakashi.
Yeah yeah he is intellect, fast, versatile, talented fighter and combatant. And his style is pretty great ı think. But like Itachi he has massive stamina and durability weakness too.
All the people say: "Kamui !" . Yeah Kamui is a game changer thats true.. But like all weapons and assets, these are powerfull as their user. So Kamui is a execution technique ıts need to preparation and good aiming. So Execution Techniques (like Jinton, Kamui, Amaterasu, Raikiri, etc.) are only effective when the enemy was distracted. So Kakashi when look good in a fight then he was usualy the support. When he gets 1 on 1 .. He easily beaten up (Vs Zabuza, Vs Itachi, Vs Kakuzu etc etc) . So just with some physical boost and kamui usage proficency in 4th Great Ninja War Arc is not make him Mid-High Kage Level Shinobi. He still cant beat Sannin, Hokages, Gokage Members, Akatsuki Members (maybe hidan and Kisame without Samehada) or Gai.
And about his teaching& role modeling legacy.
Kishimoto just love Kakashi (he admits this). He is pretty just uprised Kakashi in 4th Great Ninja War.. But from SO6P (Hagoromo)' mouth, he said "You did a great job with raising the new generation"
WTF ?!? HUH ?!?
He was ditch Naruto to Ebisu, He never does take care of Sakura properly. And He just teach Chidori to sasuke but never earned his respect.. Sasuke never calls Kakashi like "Kakashi-san" or "Kakashi-Sensei".
Minato and Kushina give Kyuubi and the key to Naruto
Jiraiya raised him as a ninja
And Killer Bee trained him as a jinchuuriki.
Tsunade trained Sakura and make something out that useless girl.
Uciha Bloodline is the reason of Sasuke's abilities and Orochimaru is the one who trained him as a ninja..
So what Kakashi did properly ? Is he better sensei than Asuma or Gai ?!
He is not a "bad" teacher or captain but he is definetly not a good or great one either.

He is Hax/Solo/Stlye/Fashion/Illusion/etc King of the anime world :D We get it. But actualy no he is not that great warrior or opponent at all.
We have a guy and he is considered as an angel and hero and top 10 tier char. But in the real world;
Kill all his relatives and loved ones for the sake of peace ? But then he join in a terorist cult and world live trough one more great war cuz of them.. So there is no peace.
He played with his own brother’s feelings and attitudes sake of heroic achiviements. But ıt didnt .. Sasuke wanna try to kill his best friend in the end.
So his all attempts is not work very well as his toughts. He is a complete failure..
And about his power/might.
Yeah he is a prodigy, he is skillful and dangerous these are true. But he is not in the same league with Hokages, Sannins, Pain, Tobi, Madara,Killer Bee, Gokage, Naruto and Sasuke but people love to assume like that.
He has great assets but he has no variety and this is makes him predictable.. If you can shake of genjutsu or ımmune to genjutsu or you have a company.. I mean with some way ıf you can avoid genjutsu .. Then Itachi is not that special at all..
He has 5–6 main asset and weapon.
Tsukuyomi (Genjutsu) : If the opponent ımminue to pain and have tolerance against genjutsu then this is not that a game changer at all.. If you have some company (human or summon doesnt matter) then its no use.
Amaterasu (Ninjutsu): Its the most destructive and efficent weapon on Itachi’s arsenal. But Itachi cant use properly.. And cant use multiple times (like dozens of it). And its avoidable for high class opponents.
Izanami (Genjutsu): Its only work on a complex, guilty and washed up personalities. And technique costs of İtachi’s eye. So he cant use whenever he want easily. And he cant use against mentally healthy opponents.
Izanagi (Genjutsu) For few seconds ıts gives him a super avoid chance against any attacks and suprisin his opponents but the time is very limited and ıts costs eyes of the user.
Susano’o: Great defense and offense in one packet with that Itachi is become invincible for mid-level opponents. But it take too many chakra and life force and ıts killing Itachi.. He cant opened up Susano for hours or dozens of minutes.. Its effective for couple of minutes.
His Susano’o has 3 great weapon.
Yata Mirror to deflect some level ninjutsu attempts (but ıts protect only one small side of the Susano)
Totsuka Blade to seal his opponents but ıts too predictabe and avoidable.
and
Yasaka no Magatama (Ninjutsu): Its take too many chakra from ıtachi he didnt use when he is alive cuz you need Susano’o to able to using this and ıts avoidable too.
So for mid-low level kages, missing nins or jincs.. He is deadly.. But he can use all this great assets only just for couple of minutes… If someone stand against itachi more than ten minutes He/She’ll probably win this match.. Cuz Itachi’s stamina and durability is pretty low.
And without these assets (mostly sharingan abilities) he has only some low-mid level katon-suiton techniques and shurikenjutsu.. So in a battle first 10–15 minute he can fight as a kage level ninja but after that he is merely above from Hidan, Zabuza, Non-MS Kakashi like characters..
Thats why he is not that powerfull…. He is intelligent but not experienced. He is quick but not strong.. Sorry but He is not in Top 10–15–20 for this series..
He is a fan favorite character and writer use this and give him a some great phrases.. And his design and attidute looks cool for younger audience.. So thats why They’re always talk about him like he was a Shinobi God… But Mangaka already claim this

Tobi>Pain (with secret) > Jiraiya > Pain (without secret) > İtachi (in part 2)
So yeah Itachi is not ınclude as top tier.

Sennin Mode

They're talk about Kabuto like he is the best sennin out there. Or the strongest not-godly characters. These are not true.
1st. Kabuto is educated to become a great medic and spy. So he is not that good in combat.
2nd. Sennin Mode cant make some character 25x time better/stronger than the base version . Base Kabuto nearly par on Part 1 Kakashi. So Sennin Mode (maximum) is bring the 8-10 Part 1 Kakashi to come together ?! What we have ? nothing more than "the decent".
2nd. His strength and abilities are not coming from his sennin mode..They're coming from his anatomic and chemical experiments. He was add all abilities off all sound 5, suigetsu, karin, jugo and orochimaru. But the usage of them is poor.
3rd. He is defeated when the enemy is not try to kill him. And when kabuto have the homecourt advantege against opponent.
Flash Bang & Vibration Illusion the only and the one real thing.. All another and other assets of Kabuto are easily avoid by İtachi in a small area. And he didnt give any real damage to his opponents ?!
Imagine put Gai in that match instead of Kabuto... They cant kill him just capture him. Even Gai at 6th or 7th Gate probably give some damage to them or ımagine Jiraiya in there or Killer Bee ?
Yeah Kabuto is that wasted. He is good at medic, chemistry, underground spy works, body modifications, etc etc but he is not a proper, efficent fighter or warrior at all.
He take cells and abilities from Orochimaru, Sound 5, Suigetsu, karin, Jugo and learn Sage Mode ?!? With all these assets he was must be dominant in his battle even for once.. But he didnt made it. So yeah he is pretty overrated ın forums.. People are try to compare him with Juubi Jincs, Tobirama, Hashirama like a joke.

So we have character, only live on hypes and statements. Feat wise he dont have any particular or special thing.
Kishimoto (Creator of the series) was forced all the characters (the ones whom are somewhat relative to Shikamaru) for talking about Shikamaru's potency and intelligence.. And after from some point its just makes me nauseate.
Cuz he didnt do anything special. His all intelligence fame is comes from Vs Hidan battle. But just think about it, he didnt do anything special or unique.. All readers or watchers of the series solve the case in the same time with Shikamaru.
Asuma was sacrifice himself just for the knowledge of the enemy. And Shikamaru was get off there alive. And he use prep time, he bring Kakashi with them.. Which character have that luxuries in this series ? Someone sacrifice himself for knowledge of the sectrets. And then lucly you stay alive after that and prepared for days and bring someone stronger and smarter than anyone in to the situation. And beat the enemy ?! This so luxury and luck.
The real ıntelligence (speacially in Naruto Franchise) is about practicality and versatility.
Minato Vs Tobi -> Minato's short and long term plans
Sasuke & NAruto Vs Zabuza -> Naruto's trick
Kakashi & Choza & Choji Vs Pain -> kakashi's last dance resolution.
Jiriaya Vs Pain -> Jiraiya & Fukasaku 's tricks and traps..
4 Hokage + Naruto Vs Juubito -> Tobirama and Minato's versatile answers to the enemy.
These are the good examples of being "Intellect" . Anyone (with some mid level intelligence) can did what Shikamaru did against Hidan & Kakuzu with that luxuries (prep, knowledge, greater asistance, home advantage). Shino, Neji, Yamato, Darui, etc, etc all of them..
If some character phrase about your intelligence yeah this is important but the one what is more important is the feats.
So about feats Shikamaru definetly not no #1 intellect guy for this series.
Minato, Naruto, Madara, Jiraiya, Orochimaru, Tobirama, Sasuke, Shino, İtachi, Hiruzen, Darui, Konan, Kakuzu, Sasori, Tsunade, Gaara etc etc
probably is far better than Shikamaru about this.

I saw so many topics like Kisame > 3 Hokage Level Shinobi (Tobirama & Kakashi & Hiruzen) or Kisame > 4th Raikage & Bee or Kisame > Pain.
So lets ınterrogate that shark person.
Ninjutsu Assets:
Feat wise he has only one elemental release proficiency and that is Suiton. Yeah he has great suiton attacks.. But he cant use the elements like his limb. (Like Ônoki's Doton, Hashirama's Mokuton, Sasuke and Kakashi's Raiton). And he also have some low-mid level Kuchiyose Beast.. That is Sharks.
Taijutsu: Yeah with samehada and beastly strength he is good at it but not one of the greatest combatants in the series.
Stamina: Yeah his chakra already at big levels and with Samehada he doesnt have any chakra issue.
Weapon & Extras:
Samehada, Samehada is a great defensive asset. It can absorbs chakra and contain it and also able to tranfer to the owner. And this abilitiy give a limited regeneration ability to Kisame.
So basicly
Grades: SSS > S+ > S > A+ > A > B+ > B > C+ > C > D+ > D
Stamina:S
Strength:A
Ninjutsu:A (He doesnt have any barrier jutsu, sealing jutsu or any other elemental release jutsu.. He is maybe S class for suiton but in general he is not.)
Intelligence: B+ (Standart Jonin Level Intelligence nothing special.)
Speed & Quickness: A or B+ (He is slow and thats why he is generaly use Samehada as a shield.)
Durability: A+ or S
Genjutsu: 0 (D < ...)
And all this stats is include Samehada without it He is getting worse.. So how a shinobi like that can be stronger / more powerfull than Minato, Jiraiya, Tobirama, Pain, Itachi, Gai, Killer Bee, Orochimaru etc etc. Hypes of his fans. Thats it.

People loves to think like "Ay can chopped anyone on his way in instant cuz he is fast". This logic is never works on Naruto series.. And ıt really never worked actually. He is one of the weaker Kage Level Ninja out there.
Think about it he has nothing about intelligence, traps, tricks, clones, genjutsu, fujinjutsu, barrier jutsu, weapon usage, etc ,etc..
And without his Raiton Chakra Armor and Speed he is not that good at taijutsu either.. His taijutsu proficiency is comes from his speed and armor.
So this makes him predictable he must come to you directly.. And thats why (even with that speed) Ay cant speedblitz anyone whom are higher than Mid-High Jonin level that easily.
Reaction speed/answering speed and change of location speed are different things.. Ay changes his locations more faster than so many people.. But we saw in 4th Great War even Tsunade, Gaara and Ônoki's (specially Tsunade) reaction speed and perception gap is better than Ay.
He is armor is penetrable, his taijutsu is predictable.. He has no versatility, variety or intelligence..
But people love to overrate him.. Like he was killing machine lightnin bold :D
He cant beat Sannins, Hokages (except kakashi maybe), Old Kages, Gai, Killer Bee, Naruto, Sasuke, Pain, Tobi, Itachi etc, etc..
I think the strongest he can beat is Mei, Kisame, Kakuzu, Danzo(w/o Koto) like persons

People claim "Ay is more powerfull than Nagato", "he is gonna speedblitz any sages" , "he is faster than Minato, Obito and Tobirama" , "He is stonger than any living kage" etc etc..
NOPE ! HE IS NOT !
Why ?!
His speed is so predictable and linear. Cuz his nintaijutsu with raiton armor (which is the boost reason of his speed) is the only thing he has !!
He is kage level shinobi but he has no bunshin, no lonn/mid range attack, no sealing jutsu, no keen senses, no traps/tricks and he is the least intellect Kage level shinobi of this series.
So when someone is gonna fight against Raikage. His opponents already know that raikage's only option is coming right thru at you. Narutoverse have so many high leveled chars whom are able to execute that.

I saw many people whom are easily considered Kimimaro as a Mid-Kage level shinobi ?.
Cuz he can able to beat sick Rock Lee (who is had a serious surgical operation nearly before kimimaro fight.) and can stand against calm downed / morals on GENIN Gaara.
Yeah he was sick but still, series gone thru all of this and all living chars becomes stronger.. So how Kimimaro's few feats and abilities gonna works ?
Kimimaro said; "My bones are harder and more durable than steel"
Steel was nothing for Narutoverse now and this is like that pretty long time.
His speed, long range assets, versatility, experience aint enough for taking down a high jonin or low kage..
He is a decent low-mid / mid / mid-high (at most) jonin at all... He cant beat kage class-man chars or akatsuki members .. So stop this hype..

People think Rock Lee can take out multiple Jonin level ninja. Just cuz of his speed and flashy moves..
This is ridicilous too. In Part 1.. We saw battles maded between genin level ninjas. So in that scale yeah Rock Lee has enourmous physical abilities. But that doesnt mean he can rip off any other Jonin Level ninja too.
His part 2 (shippuden) feats are so limited. Let me tell you something.
Gai said "Lee learned 5 gate because he wants to beat you Neji"
Thats mean 5th Gate is a solution against Genin Neji.
After timeskip, Rock Lee learns 6th Gate and Neji become a Jonin. And Rock Lee was still admits the truth about he still can pass on Neji..
Thats means Jonin Neji > 6th Gate Rock Lee
And Hebi Sasuke or Darui or Kakashi or Kurotsuchi(merely) or Sennin Naruto or Yamato > Neji ..
So Rock Lee cant win against those characters cuz of his speed..
I said this in 4th Raikage section; "Speed without versatility and intelligence isnt that great."
Rock Lee is too predictable.. And Hachimon Tonko (Gates) is a limited forbidden technique. He cant outlast a Jonin level opponent.
So stop trying to say Rock Lee > Kurenai - Asuma - Neji - Shino - Chojuro- Suigetsu- Sai - Yamato, etc etc.
Sadly writer didnt give damn about Konoha 11 in Part 2(Except Naruto,Sakura, Hinata and Shikamaru).

And one more example for a character which is live on hypes, statements and fan gossips.
The guy who did siege and take out all nation by himself ?!
The guy who is far superior than Deidara ?!
The guy who is assumingly one of the mid-high tier Akatsuki members ?!
The guy who has 2nd best databook score after Itachi in Akatsuki ?!
The guy who is kidnapped or bested 3rd Kazekage by himself ?
These are pretty bold statements and phrases.. I'll give it to that.
But his arsenal poor, his physical feats are not good enough for Low-Mid Kage level ninjas.
And he is the first one in akatsuki who is actually die against a Rookie Brawler Medic and one seriously old puppeteer medic. Dont get me wrong ım not underrated Chiyo or Sakura actually Sakura is no#3 in my "the most underrated naruto chars" list. But still early shippuden Sakura and Old Chiyo take Sasori out.
Yeah Sasori is not deadly serious ı get that.. And he was cornered them in battle but still Sasori never dominate the fight ... Sakura and Chiyo never feel the desperation ( remember Jiraiya Vs Pain, Naruto vs Pain, Asuma & Team Vs Hidan & Kakuzu, etc, etc.) .
Whatever Sasori did the medic duo always comes with a solution. So thats why he never look so powerfull to me.. Im not talkin about losing.. He is the bad guy and this is a shounen anime.. Of course he'll lose eventually. But he never dominate the fight. His feats is not ımpressive. And he die so early.. I mean he is the first clash from Akatsuki... Narutoverse is so developed and get stronger since then... His early feats is not good enough... We never see Hiruzen as "God of Shinobi" cuz feats its not good enough to feed this title.
So Sasori's situation even worse than Hiruzen.
His puppets are durable, his body is durable.. They're all made from wood (not mokuton wood, regular wood) So any elemental release is deadly. And his Magnet Release control is limited.. Sasori does just use his mimicring abilites on 3rd Kazekage.. So he is not actually Gaara when its comes to defense. His attacks is not fast enough.. Sakura and Old Chiyo avoid very succesfully.
Poison was a deadly threat when its earlier times of the series. (Anko, Shizune, Orochimaru, Sasori etc etc). But now is not that efficient anymore.. Maybe Orochimaru and Kabuto still has the edge about poison and chemicals but sasori is very primitive contrary to Orochimaru and Kabuto.. So Iron Sand+Poison+Puppets >> many things..
He has versatiliy and variety but proficiency and destructive assets of him are poor.
So he cant Beat Itachi, Sannin, Kakuzu, Deidara, Kages (maybe just Rasa and Kakashi) 4th Great War Arc Kakashi, Gai, Darui (this one is suspicious), Kitsuchi, Yamato, Neji (Neji is simply the antidote of Sasori.) , etc ,etc..
The Strongest person he can get is Kisame (cuz he is so missmatch for Kisame) or Chiyo..
People say somethings like Sasori > Minato, Sasori > Orochimaru, Sasori > ITachi, Sasori > Killer Bee... These are non-sense.. Sorry but it is.. Early Shippuden Sakura and Chiyo came with a solution what Sasori used or showned.
He is High Jonin - Low Kage Tier Ninja as top. Thats all.

Ônoki is a great example for badass old man from animes. I love him. His style, attitude, abilities, etc etc.
But people talks about him he can put over down any character he want because of his jinton. Thats ridicilous.
Now lets investigate this.
We have a 70+ year old Kage level ninja.
He has nothing special on weapon proficiency
He has nothing special on sealing techniques
He has nothing special on barrier techniques
He has nothing special on taijutsu.
He has nothing special on genjutsu.
He has nothing about summoning techniques.
He has nothing about sensor abilities.
His Kekkei Touta (Fusion of 3 different elemental releases.) include Doton, Fire and Wind.
But he has nothing special on Wind or Fire Releases.
So he has flight (thanks to his Earth Style: Lightened Boulder Jutsu)
He has Doton (Earth Release proficiency) but generaly use defensively
He has Jinton.
He has experience and intelligence.
His Stamina and durability is not bad for a Jonin or low-kage level ninja but its kinda poor for a mid-high Kage.
Without Tsunade, he cant make it (multiple times) in 4th Great Ninja War.
So people loves to assume like "He fly up and spam jinton on his target and end of the story."
No he cant ! Jinton (like kamui) is a execution technique. You must need a distraction.. Its needs to be prepared and need to be aim carefully and its take a lot amount of chakra.. So yeah he cant release jinton whenever he wants.. And ıts avoidable for High Level Ninjas.
So ı think Ônoki is (with Yagura, 3rd Raikage and Muu) one of the strongest non-hokage Kage in the series.
But he cant beat multiple High Jonin or Low-Mid Kage level ninjas without asistance.
I think he is not mightier than Hiruzen, Minato, Tobirama, Sannins, Naruto, Sasuke, Killer Bee, Old Kages, Itachi, Pain, Tobi, Nagato, Hanzo etc etc.. (at least without some asistance).

Yeah he is Itachi's friend and he was superior than Itachi back then. Thats automaticly makes him a great shinobi for some fans.. Cuz you know Itachi is the no#1 of my list :D
Beside the jokes. Shisui has special abilities and potentialy he is quite powerfull I'm give it to him. But he is featless and most of his hypes are comes from games and filler anime moments.
So in manga Ao never run from Shisui, in manga Shisui never fought against Danzo and Anbu members. And he doesnt have a Susano'o.
We just know his genjutsu eye is superior than Itachi, Sasuke and Madara's (cuz Kotoamatsukami > Tsukuyomi) . And he has great Shunshin no jutsu (body flicker) proficiency.. Thats all..
But people like to compare Shisui to Minato, Tobirama, Itachi, Kakashi, Raikages and Gai.. So this is a major failure.
He has not good enough feats for compare him to high level shinobies.
And he died at 15-16 so he never reachs his full potential. So we cant assuming that he can actually beat Gai, Kakashi, Darui, Akatsuki Members, Yamato and specialy kages with these statements.. So please stop this madness.

As a high classman senju and as a hokage he is pretty damn powerfull. But ı saw some people who is compare Tobirama to Minato, Obito, Nagato and even Madara's himself.
Tobirama has suiton mastery, great physical abilities, Hirashin, eternal paper bomb clones, a lot of amount chakra, fine durability, h2h and kenjutsu abilities. Clone feints and Edo Tensei.
But he doesnt have any summon to support him. And he doesnt have any execution/finisher type jutsu (like rasengan, rakiri, jinton, chidori, amaterasu, etc) ..He lacks of defense and fire power... So he cant deal with fighters like Naruto, Sasuke, SM Jiraiya, Killer Bee, Nagato, Pain, Obito, Madara, Hashirama, Minato.
