Allied Peacekeepers (nU)
A Clandestine force equipped with the latest in NATO's superscience, magic, and psionics that allows it to take on any foe anywhere in the universe to defend western civilization from any possible threat to it, formed during world war two as a special military force to help the western allies defeat Nazi Germany's Storm Korps and later to oppose the Warsaw Pact's Grand Red Guard. Kept secret as their actions would often draw the ire of the public, the Peacekeeper corps believes in the "strike before struck" policy, believing that if you break the legs of a potential rival, they'll never be a threat in the future; negating the need for a costly defensive war on the soil of the nations of NATO.
Covert raids into space to attack alien races deemed to be hostile to NATO's interests, plunging into the other planes to bring down Demon Princes and Elemental Lords or sometimes even Archangels seen as a threat to the countries of NATO, bringing down Metahuman menaces before they can even become a word on anyone's mouth, Clandestinely manipulating Russia and the other former Soviet Republics into one day joining NATO to incorporate the advances of the Grand Red Guard into their own organization; and a cold war against China to ensure that the PRC is never in a position to challenge the military supremacy of NATO.
Even the U.N is not totally exempt from the long gaze of the eagle, as they can and have assassinated U.N officials that stumbled upon the actions of the Peacekeeper Corps. The newest commander of the Peacekeeper Corps, one General Herbert Alexander; a man of Texan birth, has tried to move the Peacekeeper corps away from it's highly morally questionable actions when it was effectively the unchallenged military elite of the world after the cold war that only worsened under the Bush Administration, and now the Peacekeeper corps works mainly to defend NATO from threats that it's conventional militaries just can't.
The Astartes has been watching the Peacekeeper Corps and has subtly manipulated them towards their line of thinking, while covertly directing them to alien or supernatural menaces to act as a screening force for the Starbourne Imperium to follow up on. As of yet, the Astartes has remained hidden from the Peacekeeper Corps even after it has established it's own space colonies on worlds formerly occupied by alien species that would have destroyed humanity had the Peacekeepers not wiped them out to the last individual. So far, at least fifty alien species and thirty demon and elemental realms have been wiped out completely by the U.N peacekeepers.
El Cid Campeador
Named after the famed conquering hero of Spain, the Spanish Born member of project Frankenstein would be born some time in the seventies, not long after Franco bit the bullet. By the time he was a man, the soviet union was no more, but he still served in the Spanish military with pride. A chance encounter with a genestealer cult in an ancient church changed all that. His unit fought bravely, but the Purestrain genestealers cut through his men like butter. He managed to grab a sword from medieval times that didn't seem to have aged at all since the days of the Reconquista.
Having had quite a bit of fencing practice, he was at ease with the blade, but even he was surprised when it cleanly chopped through the bodies of the Genestealers whose carapaces deflected bullets and grenade fragmentation with such ease. He managed to kill no less than twenty of the foul things with the rapier, the fact that it was found in a church that should have predated the development of rapiers by centuries didn't occur to him; and managed to gun down the other cultists. Such superhuman acts of courage from a mere mortal against alien infiltrators on the Earth attracted the attention of the allied peacekeepers, who soon offered him a chance to fight against more of the menaces beyond man's usual scope of knowledge and learn just what he fought.
He also learned something, the Arming Sword he used was made of something called "Raakiindah" or Divine Steel, which the Peacekeepers learned from Astartes leftovers on worlds the Chiron based humans abandoned, and was in fact much older than the church; or even human civilization as a whole; being over fifty thousand years old. It was far stronger than adamantium, infinitely strong and hard in fact, and this sword in particular had been imbued with powerful beneficial magic and psionics. Some even theorized that the Sword could cut through space and time itself to open portals with the right technique. He called the sword "Nova Tizona" after his namesake's famous longsword.
He was then offered a place in Project Frankenstein, which would make him the very first spanish member of the project. After some consideration, El Cid accepted and was made into one of the artificial gods. He was given power over time itself, and his gleaming white power suit added to his motif of a futuristic version of the Knight in shining armor. He certainly had a chivalrous, swashbuckling attitude that contrasted with the foul tempered Sergeant Major attitude of Henderson or the fight happy brutish personality of Dornan.
Of course, every member of Frankenstein has a personality trait of theirs that gets amplified just as their bodies do. Dornan became dangerously belligerent, Carol developed mild nymphomania, Henderson developed intense xenophobia, El Cid developed a sense of honor before reason. He was a Paladin, morally and ethically upright in an organization that was morally ambiguous at the best of times. Someone who went out of his way to defend the meek and downtrodden even at the expense of military operations, and one who fought by the rules (though most of his fights aren't exactly even.)
El Cid, like much of Frankenstein; fought in many dimensions and on many worlds, but abhorred the genocide that the Peacekeepers were so fond of committing. The Yu'kyt war for him was a time of both Honor and shame. The Yu'kyt had many powerful warriors and heroes that he engaged in honorable combat with, and heroics were to be had on both sides, but the unleashing of Pierre Roche and the complete eradication of the Yu'kyt species was beyond the pale to him.
Still, as a member of Frankenstein, he has no chance of leaving. Now returning from the Yu'kyt war to his native Earth, he once again takes his weapons and his beloved sword to defend the honor of Spain and show the world that Chivalry still lives amongst Soldiers. He may be deployed to fight against Anti-registration vigilantes, but Campeador is a fair man who plans to give his foes a chance to fight honorably rather than hound them like dogs and hopes to bring about a just peace that seeks a compromise between both sides of the debate.
He hopes to help America rewrite it's bill to be like Canada's, where Metahumans need not reveal their identities, may testify in court while masked, gain massive governmental benefits, and gain access to the resources of the government for training and supplies. Still, it's an Uphill battle, Canada is a nation of two hundred million that has long loved and adored it's superheroes and vigilantes as modern day knights errant, much like it's sister nations of the British Realms; while America is a nation of three hundred million and one of the most conservative and paranoid liberal democracies on the planet.
Powers and abilities
Super strength and durability: Campeador starts out at exactly class fifty factoring in his cybernetics or twice that in her power suit, but the longer a fight goes, the stronger and tougher he gets as his body begins to go into overdrive. So far, there does not seem to be an upper limit to this. What classifies as a fight seems to be quite nebulous. However, if he's directly threatened, this seems to cause his power to ramp up much faster than it usually does. Thus, typically the only way to overpower him is to defeat him quickly before he can get powerful enough. Compared to Dornan, his strength amps up at a rather slower level.
Magic resistance: El Cid is highly resistant to magic, but this resistance increases at the same pace as his strength.
Psionic resistance: El Cid is highly resistant to psionics, and like his magic resistance, it is tied to how strong and durable he is at the moment.
Speed: Due to his highly enhanced physiology, Campeador can run at up to six hundred miles per hour out of his suit when one factors in his cybernetic enhancements, or one thousand two hundred miles per hour when clad in his suit. His speed increases at the same rate as Dornan's does.
Reactions: Campeador's reaction times are roughly fifty times that of a normal unenhanced human out of his suit, and one hundred times that when he's placed in it. These increase proportionally to his Speed.
Temporalkinesis: Campeador can start off traveling up to a week forwards or backwards in time per "time jump", stopping time for an hour consecutively for himself and those he selects, shunting them into null time for a week, erasing them from time (though how long the erasure takes depends on how powerful he is and how important the target is to the time stream), locking someone in temporal stasis for a day, and speeding it up or slowing it down a thousand fold, This ability increases at twice the rate of Dornan's strength and durability or Carol's speed and agility.
Healing factor: Campeador has an impressive healing factor that has allowed her to take on entire divisions of the Yu'kyt and their deadly repulsion beams that can cleave through asteroids. This increases at the same pace as his durability and strength, so it makes it imperative that anyone seeking to defeat El Cid should do so quickly before he proves to overmatch her foe completely. This healing factor also makes him immune to all poison and disease, including vampirism, lycanthropy, and the zombification. He also hasn't aged since being brought into project frankenstein for his body's healing ability is far in excess of the worst old age has to offer.
Lethal blood: Anything such as a Vampire would die within moments of drinking his blood due to the fact that the antibodies in the blood would immediately begin to attack vampire's systems and leave only a pile of goop. Omnivorous villains would suffer the same fate.
Skilled fighter: Trained by the best and hardened by decades of total war; Campeador is a master of combat at every range and with most any weapon in the modern military arsenal. He is also tremendously skilled with his Rapier and Main Gauche, and has practiced a style called the "Death Lullaby" which can actually make hypnotic patterns with his reality cutting blades to literally cause the skulls of his foes to explode trying to comprehend the fractal patterns, or lull foes into a catatonic state or confuse them mightily (or at least give them a splitting headache) before cutting them down.
Intelligent: A certified expert in European history, a good to great mark earning student in school, and highly knowledgeable in military history; El Cid defies the stereotype of military men being muscle bound blockheads.
Military genius: When it comes to strategy and tactics, the man evokes the genius of his namesake; having lead soldiers to defeat forces that vastly outnumbered or outequipped them time and time again. One of his most famous victories; at the Kylorian bay on the world of Jmk'rol saw him lead his peacekeeper contingent to smash a force of Chaos Astartes and their hangers on that outnumbered his army of a two hundred thousand men outnumbered twenty to one by a foe with mostly superior technology and the power of the warp behind them, rapidly turning the enemy's weight of numbers against itself with surgical strikes at supply lines and cunning usage of outflanking that made it impossible for the forces of Chaos to direct their mass in any one direction while drawing the chaos warriors into repeated ambushes that killed off much of their chain of command, then killing the Chaos Lord commanding the traitor knights and footmen in single combat to cause mass panic and confusion, followed up the the neutralization of their air power, leading towards a preliminary artillery and bomber barrage to soften their forces, before concluding with a charge of mechanized infantry, tanks, and gunships that shattered the forces of Chaos.
Horsemanship and driving: El Cid is both an expert horseman and a skilled driver of most types of vehicles, he is most noted for being a master jouster and a fighter ace.
Equipment
Nova Tizona: An enchanted Divine Steel blade wielded by a now dead son of Gabriel Thule, this Rapier is enchanted to be deadly to those with evil or chaos in their hearts, and is instantly fatal to the undead, demons, or creatures of shadow upon contact, and it's mere presence causes the aforementioned beings intense burning pain and damage. Campeador has used them to create nuclear explosions by cutting the atoms in the air, as well as cutting open portals to help him outflank a foe or effectively teleport across vast distances, or even create stunning fractal patterns by slicing at reality. Curiously, it also seems to instantly kill External Cyborgs and Robots it pierces as well or at the very least cripple them, Possibly a measure to fight the Electrical Protectorate.
El Gauche: An Nth-metal/Vibranium alloy Parrying chain-power-dagger, this weapon is used as both a weapon of second resort and to help El Cid Parry a blade, keeping it in place so that his sword can stab at the now defenseless foe in the rare case he meets a foe whose sword cannot be cut by his own.
Claws: Same as every other Frankenstein's.
Power suit: See above, also allows him to fly, like any other Frankenstein's.
Vacuum imploder launcher: Possessing an Adamantium-vibranium powerblade on the bottom, this weapon fires chunks of "implosive matter" that when exposed to the rest of the universe upon the detonation of the shell, immediately begin to suck and draw all nearby objects and fuse them into a single inoperable mass typically about the size of the tip of an Ant's foot. It can be mistaken for a black hole launcher, but such a weapon would have too high a risk of consuming the Earth as a whole if fired in such uncontrolled circumstances given current Peacekeeper technology, not that the Peacekeepers don't already play god with the very fabric of space and time itself given their time machines, chronospheres, and "chronal accidents" that have seen entire solar systems consumed by swirling and sapient spacetime vortices. .

Personality
An honorable and chivalrous man in the extreme, El Cid is liable to give his enemies a weapon if they do not have one to make a fight more fair, and will never knowingly endanger or attack non-combatants. He's an idealistic man with the soul of a medieval paladin in a cynical world that considers Chivalry a dated concept for naive fools. He genuinely wants to help the world become a better place where knightly virtues of honor, kindness, respect, loyalty, duty, compassion, love, and fairness will be the order of the day. .He considers the more morally reprehensible Frankensteins to be repugnant, and Pierre to be absolutely Abhorrent.
He considers the concept of "Realpolitc" where friends, allies, and compatriots are abandoned the moment they cease to be convenient or materially useful to be the greatest moral scourge of the day, to him, a friend, lover, or ally is a compatriot to the end, not another tool to be used and discarded at one's whim.
