I think either Tim Drake or Alfred should get it. Tim is one of the only people in the Bat-family that truly understands what Batman stands for and that realizes how important Batman is to the world. And I think Alfred should get it because he deserves to have something after all the things Bruce has had him go thru.

The only way I can see JGL as Batman is if, for the Justice League movie, there is a part of the movie where Robin gets trained by Bruce. And even at that like stated earlier I can't see him as Batman... as Nightwing or Red Robin yes, but as Batman, NO!
