The flying dutchman is a universal threat, he's the devil of Spongebob universe.

The Flying Dutchman is shown to be one of the most powerful supernatural being in the ocean, rivaling King Neptune, Though The Flying Dutchman skills vary from episode to episode, he has been consistently capable to levitate, and teleport in a cloud of smoke preceded by a storm. Yes but he also: Stole Spongebob's soul, he turned him into a ghost, threw him into the void, etc. Made his life miserible.

If you having all those rings makes you omniversal (which isn't true) I'd think Darkseid would have tried to get them.

The Doctor simply opens the heart of the Tardis, looking into the time vortex, becoming a Vengeful God. It gives him complete control over all space-time. He can already see everything that is, was, and ever could-be; and it would give him complete control over it all. And remember, the time lords used to cross dimensions/universes routinely and patrolled such things; and the Daleks were a threat to all dimensions/realities during the Journey's End Ark. So that time vortex thing isn't just galactic or universal; it makes him omniversal.

At which point you're screwed; he simply removes you from all realities. Heck, he can simply make it so you were never born and never recieved any power at all. Your rings? destroyed. The HOTU? Removed.

MULTIVERSAL!!!!!!!! or at least of the same level as the Infinity Gauntlet and yes the Infinity Gauntlet can destroy the Tardis (and your talking to one of the biggest Dr who fans here).

No, the Tardis is omniversal. Before the Time War travel between dimensions was much easier, but since then the pathways have been closed (due to the time war). The only ships that can survive in the void are Void Ships and Tardises. The Time Lords used to routinely repair paradoxes in such ways. They sealed off the dimensions; but that doesn't mean the Tardis is only

universal. Heck, even with the dimensions sealed off the Tardis still left the universe when needed to after getting a time lord signal (The Doctor's Wife), even a temporally desynchronised pocket universe wasn't enough to stop the Tardis. It was specifically designed/chosen to prevent the Doctor from being able to enter it and with a simple signal he shattered through, and then he left it without even needing a signal. And he does all that by himself when the Tardis doesn't work at full efficiency without six pilots; and he does it with the breaks on.

So yeah; it's omniversal. More importantly the Time-Vortex is what they use when travelling through the void, to other dimensions, pocket universes, etc.; which means that even when the pathways are cut off or the Doctor can't get through, the Time-Vortex is still there and the Time Vortex is omniversal (since it's how they get to such places and travel in such places) and the Time Vortex is what makes the Doctor into a Vengeful God; so it would still be omniversal either way. It actually has to be in order for the Time-Lords to cross dimensions in the first place.

So while you may be universal and may even get a little multiversal; the Doctor is omniversal after absorbing the Time Vortex and murderstomps you.
