Because they think they have a chance against street levelers them facing off against say Thor is just pointless so to try to warrant their existence and hold on to a modicum of control they attempt to show authority over the few above the law they feel capable of.

@enigmalantern: I think as in extremis he talks of his shrapnel being removed after medical science 'caught up' implying that the procedure was just not possible a year ago.
Having watched the episode they both go at it and neither is harmed by the other attacks at all seemingly, they display an odd sort of bromance throughout and Hawkeye suggest that when they 'scrap' it causes 9.2 earthquakes in the local area.
