When talking about tiers, I need to know where the hulk ranks up against characters like Madara or Naruto. In a straight-up fight, the argument can be made that hulk might lose, but does he rank higher than all the Naruto characters? His destructive capabilities are far greater than anything in the Narutoverse (e.g. destroying an asteroid 2x the size of the planet), but does this mean he ranks higher on the tier scale?

Basically what I am asking is what describes your position on the scale? Is it purely destructive capabilities or is it a combination of a multitude of strength, speed, agility, energy output, and the like? Some might say the Hulk is physically stronger than superman but because of things like speed and energy output, people would put him higher on the scale than hulk.

So, can someone describe what places you on the scale and give a detailed example of the scale with some characters aforementioned?

Naruto has power to go to his most powerful form including the latest manga chapters in all rounds.

Round 1: Goku can't go to SSJ levels at all. This is the Goku seen at the end of Dragonball Z. No instant transmission.

Round 2: Goku can only go to SSJ 1. Naruto still has all forms available.

Round 3: Naruto faces Gohan during the end of the Cell Saga.

Round 4: Naruto faces vegeta during the first few episodes of DBZ.

Round 4: finally Naruto faces freiza during the freiza saga.

No BFR. NARUTO is regenerated at the end of every round. Where does Naruto does if he even does?

Avatar is extremely experienced and has control over all of the elements.

Battle 1 takes place in the desert.

Battle 2 takes place on the coast of the Atlantic ocean.

This is the weakest version of Godzilla.

World breaker hulk is the incarnation of hulk and SSP has great partner Skills with the hulk.

Godzilla has no healing factor in the first round, but he has it in the second.

Both rounds take place in the desert. Who wins and why?

vs Godzilla. All out brawl between these characters.

1 He starts off with the second and third hokage with access to all equipment.

2 Then he fights Naruto in sync with Kurama and Sausuke.

3 He goes on to fight the fourth hokage and Jiraiya.

4 Then he takes on all previous akatsuki.

4 Godzilla then starts fighting the weakest tailed beast to the strongest.

5 He takes on Madara and Hashirama in their prime.

6 He takes on the ten tails.

7 Finally, he takes on the sage of the six paths.

Fight takes place on land away from cities. Godzilla doesn't have regeneration but does get to recharge in between fights. All characters have access to all abilities
