Dale Crowe is a high school student who has been recently accepted to an Ivy League. He celebrates with friends and drives home intoxicated. Listening to a story about an approaching comet that looks just like Mount Rushmore on the radio, he looks out her car window up to the stars and inadvertly slams his car through a stopped car at an intersection,putting Jenny Bailey in a coma and killing her husband and daughter. Dale is a minor, so his identity is not revealed to Jenny.
He was trapped in the wreckage of his burning car. The paramedics were too late and he died in horrible agony.
His consciousness instantly leaves his body as he sees everything clearly, not limited to frail senses of his physical body. He felt an intense presence as everything fades to black. He heard an authoritative voice address him from a source that is not visible, "I see that you are aware of your death. It is a shame that you are not yet mature, but your ascension will come in time,young one. I am sorry to say that we must part once again, but we will be reuniting soon enough. There are many thongs that you do not understand, my child, so allow me to teach you."
"I will allow you to choose what existence you will live in next. I can sense your curiosity and it pleases me greatly. I will explain what I can, but there isn't much time left."
He was flung from the waking realm, sent tumbling through the chained worlds of Hrom and suffused with colours unknown. He tumbled back to the world, finding himself profoundly changed.
After serving his prison sentence, Dale does not go to the university, but becomes a janitor at a local school, wanting to physically clean things with his hands but not do too much thinking. After cleaning a school for a while and hearing more news stories about the approaching comet, Dale visits John's house after she has recovered, thinking he will apologise for the harm he did to him. She answers the door and he loses her nerve. Instead, he pretends to be a serf offering a free day of cleaning as a marketing tool for Serf'and Turf (a New Haven based serf service). Jenny, who has nearly dropped out of his Ivy League music faculty position and is now living in a depressed and dirty stupor, agrees to Dale's offer. When he finishes, Jenny, who still does not know he is the person who killed her husband and daughter, asks him to come back next week. Dale tells him someone will come, but it may not be him.
Dale returns to clean and develops a caring relationship with Jenny that eventually becomes more significant and romantic. They like each other and are intelligent and compatible conversationally. Dale genuinely wants to be of service to her.
He’s a man who loves his country, has fought for it, but his American heritage doesn’t prevent him from traveling the world and learning about other cultures and ideas. In his travels with his father, young Dale learned about religion, politics and culture and consequently, these experiences have broadened his character’s view of the world and the people in it. He's the "seventh child of a seventh child," which of course explains his psychic Sensitivity.
At age 22, Dale is an expert at dodging adulthood. He is between jobs (“My last job was long story filled with sighs,” is all he says of his employment history), and he lives in an apartment across the street from his boyhood home.
This superpowered man runs a repossession service to help people get their lost stuff back. He goes beyond mere deduction. He investigates, certainly - examining evidence, interviewing witnesses, consulting experts to interpret what has been uncovered. But, having put the pieces of the puzzle together to form a unified whole, he does something about it. Unlike the mundanes the he is employed in cases involving ghosts, curses, and other supernatural elements. When not investigating, he's teaching the next generation at a university
In this mad world, the hard boiled detective administers a mad form of justice where if need be, he himself would cross the line and break the law, to insure that justice was done.
Dale Crowe uses his comparative advantage in other-worldly matters to deal primarily with metahuman or extraterrestrial incidents, or just crime on a much larger scale. Local law enforcement, given their manpower, experience, and intimate knowledge of the neighborhoods they patrol, deal with the smaller crimes. So while police would work cases involving robbery, arson, murders, etc., the Psychic Detective would be free to focus all his energy fighting guys like ... and ...
However he actually does not always have a giant, world-ending crisis on his hands (though it seems that way). When they're not located in the Corner, um, avenging things, he patrols his own respective area and deals with crimes of a more mundane nature. Splitting his time fighting Hellfiends trying to bridge over to the earth and capturing ordinary crooks on the street (and hanging out with Jenny Bailey). If Dale saw a mugger on the street, he would obviously do something about it.
He is only called into an investigation as a last resort, when traditional methods have been exhausted. He has a key for re-opening dead-end cases. An impressive track record that includes uncanny success with unsolved homicides and missing persons.

The psychic detective serves as a doctor, who brings specialized knowledge and skill to bear upon some affliction - someone who can diagnose the illness, treat it effectively, and propose effective preventative measures for the future.
The psychic detective takes the role of a shaman, who understands the supernatural world and those who dwell within it. The shaman serves as a communication channel between the two worlds - and sometimes, even travels between them.
Like proactive superheroes he uses his speed to distribute food to the needy, his colour-skills vision to inspect old buildings, his constructs to filter polluted lakes, his camouflage to entertain children's cancer wards, etc. etc.
Like when an application of his colour power is he's super good at spatial visualization and analyzing structural integrity, then you can assist as a super-architect, and give assistance when buildings are damaged to show people the best way to repair them.
When an application of power is that he can perceive what's wrong with peoples' bodies, then he can help as personal trainer or surgeon.
Especially if his power's primary purpose is that he can understand and argue anyone's point of view, simply by being present around that person, then he can become an amazing lawyer or diplomat.
He's useful in peacetime, with superpowers are actually useful in other contexts.

He is very pure hearted and noble even if he seems brash on the outside. His flaws don’t get in the way of them being a hero, they are part of his personality and they make him better at what he does. He is not a tormented loner, nor is he forbidden from personal relationships. His significant other has less powers than him. He focuses very heavily on being able to protect their loved ones, but often have faith in them to take care of themselves. Dale Crowe treasures his strength, and his capacity to protect people. For him, the ones he love ARE his strength, instead of his weakness.
He would often rarely a new level of power up through the rage of a loved one being threatened or hurt ,because they normally don't. He is often surrounded by other super powered people. He won't start at the top. There are always more powerful people who drive him to advance and become the best.
He may not be the smartest, but somehow always does the right thing when it matters. His experience is moulded by strong intuition. As in the way of the seasoned warrior, all decisions are made in the space of seven breaths, or much less. Because of this his decisions sometimes seem rash to those around them, though over time people grow to have faith in him.
He tends not to spend a lot of time worrying, and may even seem careless. He may even randomly fall asleep at inopportune moments, and accidentally say the wrong thing at the wrong time. Having an innocence about him. Treating matters of grate importance lightly and small matters with the utmost seriousness.
He doesn't take himself too seriously. Dale’s lack of sense of reality and social protocols is very refreshing. To find an individual whose very core can’t be perverted or transformed by its surrounding because it genuinely isn’t corruptible is very intriguing. His madness is subtle and inviting. Besides, he’s always wearing fun clothes!
He's honest. He says what he thinks and feels and everyone knows exactly where they stand with him at any given time.
He's not indiscriminately or undeservedly cruel. When he's mean, it's because the bad folk deserved it, or in self defense, not because he enjoys hurting others.

Dreaming
Every time he enters into a state of dreaming he will appear within a non-lethal 'Cube' with the most diabolic, complex and thought provoking puzzles from the world or any other. Ranging from [Portal] or [Catherine]. He will find fresh sustenance each time he enters into dreamtime. when he is stuck he can ask from any Hrom, who will try to help with riddles. Whenever he solves a puzzle he will become more enlightened.
Father
He was heavily involved when the U.S. Army explored paranormal powers, "new age" parapsychology and psychic functioning in the late 1970's and early 80s.
A retired Special Forces Intel First Sergeant Alfred Jarvis. In his Army career Alfred was a stone cold killer, a Green Beret door-knocker as well as a remote viewer, a type of psychic spy who could readily displace his awareness to remote locations across space and time to bring back actual intelligence grade data using only his mind. He's also a boy from the Louisiana Bayou, a southern gentleman, a kind and caring teacher.
At the Special Warfare Center and School at Ft. Bragg, North Carolina they had what the Green Berets called "The Goat Lab." Special Forces medics were required to learn how to treat gunshot wounds, trauma cases, broken bones, and other types of battlefield injuries. It may sound cruel to members of PETA, but they shot goats and subjected them to numerous traumatic injuries, and then tried to revive and stabilise them. Soldiers also slaughtered the goats, learning so they would be able to teach people in third world countries how to butcher and dress an animal and prepare it for food. So they brought in goats from Honduras, and at least one of the goats became a victim of a psionic killing.
Green Berets did study so called "paranormal powers" as part of a program called Project Jedi.

His body becomes slightly Hrom, and he possesses exceptional diversity. Gaining moderate abhuman senses, high abhuman speed and exceptional abhuman reflexes. His agility and sense of balance is nigh unmatched among supernaturals. He no longer leave traces of his presence. Windows and doors unlock themselves at his barest touch He may walk on surfaces that cant' possibly support his weight (run up on jets of water sprayed by a fountain), and traverse the vertical as easily as he traverse the horizontal. While not that abhumanly strong, he can jump six meters and is capable of slowing (not stopping) his descent. He can look into any reflective surface and see out another that he has been reflected in. He can reach or walk through any reflective surface and emerge from another within a mile (that he has been reflected in). He can move with supernatural quiet.

- Carries an Athame as a backup weapon. Athame has a voice of its own and often speaks to Dale. The dagger has the ability to travel great distances and talk to the Hrom. The dagger can travel on its own without Dale as when it did before Dale’s battle with the daemon Ezag and relate to Dale the will of the Hrom like when it instructed Dale to kill an architect of evil, the turle phoenix Qil for reasons known only to the Hrom. The Athame can cut through any armor, and It knows the innate knowledge of where to cut to kill. Any blood on the Athame goes away when he wills it to disappear. When whispering a persons' name while holding the dagger he will immediately be teleported to them. One stab will insta-kill any person. Two will kill them painfully. Three would cause such agony that cannot be put into words. After he is finished, he will jump back to wherever he was, with no one the wiser or suspicion. The memoryof the deceased will be tarnished; everyone will hate the afterwards.
By mixing fluid [blood] with mud, he can mold and ultimately give life to a new breed of creatures, complete with temperament s he sees fit. Multiple attempts may be needed before getting satisfying results first creatures will be long-lived, extremely fertile and unruly, don’t expect easy control.
- He has enough money to, with efficient effort or supporting staff that he put together, eventually accomplish almost anything that can be done with money, even nudge dozens of governments in directions he want. This also means that he has enough pocket change to completely finance projects that would be way too costly for a normal person, like creating a personal movie or video game studio that only pander to his whims. Provided that he has good imagination.

- He's a Sensitive; that is, he can detect psychic "vibrations," even from the long-dead. Several of his enemies actually are ordinary criminals, and half of the crimes he's called in to investigate end up being hoaxes, normal crimes gussied up to look like occult doin's.
