Why hasn't she made an appearance outside TAS? She's a suitably unnerving villain with a very different concept, which is Batman villain bread and butter. What's the deal?

This is not that one sided. Let's examine strengths and weaknesses.

Gadget vs Gadget: Toss-up

Batman's physical prowess vs Bond's mean streak: Batman is far and away physically superior. He has a greater weight, upper body strength, and healthier lifestyle. They both have close in martial arts ability but Batman puts much more emphasis on it. As far as mean streak goes they'll both fight dirty but where batman is willing to sucker-punch you Bond is willing to electrocute you. Bond has few recurring villains for a reason. Bond wouldn't have swerved to miss the Joker, he'd of run him straight over.

Winning the Battle vs Winning the War: Winning the battle I give it to Batman all the way. He's stronger, faster, stealthier, more durable, and usually better prepared. In the short run Bond has nothing that Batman hasn't overcome before. But winning the war he has. Bond is not a criminal. How is Batman going to put him away? he won't kill him and nobody's going to lock him up like they would with Two-Face or the Penguin. What is there to keep Bond from coming right back, again and again? In the end that's Batman's greatest weakness, his ultimate failing. People like to say that Batman always wins, as for the battle this may be true but for the war he never wins. Batman's unwillingness to get the job done vs Bond's willingness means in the long term Bond can't lose. Batman can win over and over again but Bond only has to win once. (While this is technically also true for Batman's villains they at least end up in an institution for a while, and ultimately, against the truly determined ones, he'll fail there as well. The Joker recognizes this and this is why he tends to torture Batman more that really try to do away with him. He want's the game to go on as long as possible)

Before I get called out as a Bond fanboy I want to say I actually like Batman better. In this battle Batman wins, for sure. But I've never really liked the idea of "Batman always wins". Not enough people recognize the fatalistic side of the character, and ultimately someone would get the best of him. (That's why I never liked Batman beyond. I just don't see him living to a ripe old age)

@betatesthighlander1: But I guess that he doesn't here, otherwise that would be one sided. But eh...at any rate, if Jason can get him before he has time to actually get outta the bed win. Though if Conan is awake and aware then....not entirely sure how he would keep Jason down, I mean Jason isn't gonna stand there and pretty sure one punch would send Conan flying. He really just seems to take blows and when the opportunity presents itself he attacks, Jason has done that actually a few times.

Just saw in X, a marine was fighting him H2H and tanked all his blows before just slapped him away and killing him.

If Jason gets the drop on him then maybe he can take out Conan, but you seem to think Conan is human. Conan looks human (kind of) and is described as human but he does things no human can do. If you take movies as canon than Conan once killed a god, a destroyer of worlds with his BARE HANDS! (Granted he finished it off with a weapon but it was already beaten) Conan is probably a strong as Jason and nearly as hard to kill. He's taken extreme physical abuse that would kill normal men and in his first appearance shook off a magical killing curse with sheer will.(And this wasn't any punk-ass Avada Kedavra either) Not only is he a physical specimen far above anything any real person could hope to become he's also likely the greatest warrior in all of Hyboria, which is full of warriors. Jason has been beaten by teenage girls, Conan has beaten gods. Conan all the way.
