This is not that one sided. Let's examine strengths and weaknesses.
Gadget vs Gadget: Toss-up
Batman's physical prowess vs Bond's mean streak: Batman is far and away physically superior. He has a greater weight, upper body strength, and healthier lifestyle. They both have close in martial arts ability but Batman puts much more emphasis on it. As far as mean streak goes they'll both fight dirty but where batman is willing to sucker-punch you Bond is willing to electrocute you. Bond has few recurring villains for a reason. Bond wouldn't have swerved to miss the Joker, he'd of run him straight over.
Winning the Battle vs Winning the War: Winning the battle I give it to Batman all the way. He's stronger, faster, stealthier, more durable, and usually better prepared. In the short run Bond has nothing that Batman hasn't overcome before. But winning the war he has. Bond is not a criminal. How is Batman going to put him away? he won't kill him and nobody's going to lock him up like they would with Two-Face or the Penguin. What is there to keep Bond from coming right back, again and again? In the end that's Batman's greatest weakness, his ultimate failing. People like to say that Batman always wins, as for the battle this may be true but for the war he never wins. Batman's unwillingness to get the job done vs Bond's willingness means in the long term Bond can't lose. Batman can win over and over again but Bond only has to win once. (While this is technically also true for Batman's villains they at least end up in an institution for a while, and ultimately, against the truly determined ones, he'll fail there as well. The Joker recognizes this and this is why he tends to torture Batman more that really try to do away with him. He want's the game to go on as long as possible)
Before I get called out as a Bond fanboy I want to say I actually like Batman better. In this battle Batman wins, for sure. But I've never really liked the idea of "Batman always wins". Not enough people recognize the fatalistic side of the character, and ultimately someone would get the best of him. (That's why I never liked Batman beyond. I just don't see him living to a ripe old age)
