Why is Power Girl...
For a while post-Crisis she had that retconned Atlantean origin. So she had quite a lot of appearances in the JLE, JSA, and various other books where she had been distanced from the Superman mythos. Even with her Kryptonian roots restored, PG still has this independent persona so I think she doesn't spring to mind as quickly when writers are thinking of Superman Family members like the more overt Superboy and Supergirl do.
Because when you think of the "Superman Family" you don't automatically think of Power Girl as a part of that family. Yet, when you think of the JSA, BOOM, Power Girl comes to mind. To me Power Girl is more of a stand alone character and doesn't really need the connection to the Superman family.
Not only that, but could you really stand being around someone who looks like your uncle, talks like your ucle, thinks like him, has the same powers as him, but isn't him? Could you stand being beside someone who looks like your father figure but isn't him. Not being able to call him how you would call the one from your world.
It's probably heart wrenching.
