Ah, the old Captain Marvel vs. Superman thing! None of Black Adam's defeats of Power Girl, (including post WWIII, where she seems to actually be giving him trouble with her heat vision for a second before he stops her with the old supersonic hand clap thing---which should have no effect on her), included him using his magic word to call down the lightning. Just hitting her. Or not even hitting her as above. Which should give her no problems at all other than plain old physical force. Which she also has and should hurt him too. But never does. And Adam's thousands of years of experience never manifest in these fights. He used no tactics, no skill, simple brute force.
WWIII was one of those things they do every now and then, what do they call it when a character manifests power they never had before? Apart from bad writing that is, which that certainly was.
Point is, she should win against types like Adam as often as she loses. Probably more, since she has a ranged weapon that can be precisely aimed that they don't, and one that doesn't leave her temporarily vulnerable at that. Broader OP point is that Max was maybe on to something. She does lose a lot of fights. And she could find herself up against a Darkseid or Doomsday, (though not in the current Doomsday thing, another case where DC freezes her out of the action). And she could use help against them.
Hell, even an arc where she gets a GL ring temporarily might be fun. Send her off into space with it for the arc, along with Hal as her teacher. Or even Guy. But logically, she knows she's not invincible. She's lost often enough to want to have an equalizer available, should she need it. With Max, his edge would seem to be Divine in the Blue Beetle suit. With PG if could be something else. But IMO it is an idea at least worth exploring for an arc or two.
