    Gavin was complicit in the "London Falling" terrorist attack lead by R.A.I.D. to further his career. However, he was thwarted by Joe Chapman, aka Union Jack.

    Powers

    Former Director of MI5 Philip Gavin possessed no superhuman powers. However, as a director of MI 5 he had considerable access to technology, human resources and political influence.
