Orian is apparently a demon that Paradigm managed to banish in the past. Since his banishment he's kept an eye on the team from another dimension, being unable to interfere, just observe. The U.S. Military apparently kept a scroll with the power to summon the creature as a contingency plan against super heroes. They saw no point in using him against The Plutonian since he was apparently key in banishing the creature the first time, but when rifts appeared in Paradigm after Charybdis showed his true power, the time was ripe to capatilize. A military official was chosen at random to be a host for the creature, hence the beret. Orian captures Bette Noire and Gilgamos to use as a bargaining chip with the Plutonian, ripping Gilgamos' wings off. He learns from Bette Noire that Tony has one weakness, a candle that makes him mortal while it still burns.
