Louie Soul was a sadistic super-villain in the 1970s who went under the alias of "No Mercy". In 1975, he encountered Mikaal Tomas, the alien Starman. Mikaal was a drug addict at the time, unable to prevent No Mercy from killing his girlfriend. Only when pushed to the limit, Mikaal was able to defend himself with a power bolt that killed No Mercy.
In recent years, Louie's son Frankie wanted revenge on Mikaal. During Culp's riots in Opal City, he would have killed the blue alien had not Solomon Grundy sacrificed himself and taken the bullet aimed for Mikaal. Mikaal avenged Grundy's death by killing Frankie as he had Frankie's father years ago.
