    Does he have control over where he sends someone or is it random?

    yes, the Door is controlled by the Carrier, which can control where, and in somecases when, the travveler is sent

    it's not officially one of Midnighters powers...

    he has access to it because of the radiotelepathy linked to The Carrier, but prior to joining The Authority he didn't have access to Doors, and also of note in an alternative future The Carrier refused to open Doors for him anymore...
