What If? Vol 2 #67 was issued in November, 1994 and the title is: "What If... Captain America Were Revived Today? (Part 1)". The cover shows Captain America going into action crying "Avengers Assemble" but his team members are Abomination, Vulture, Titanium Man and Juggernaut. There's a large image of Dr. Doom in the background. According to Wikia Marvel Database the other team members were Attuma, Gray Gargoyle and Klaw.

The what-if branching point was based on Captain America being revived "today" (whenever that is) instead of by the superhero team the Avengers in The Avengers #4 (March 1964). The Red Skull's tripartate Sleeper robots arrange themselves into a massive unit that proceeds to devastate the planet since no Cap' was around to stop them. I think that there might have been a nuclear exchange between the USSR and USA.

Afterwards, if I remember the storyline, the Red Skull along with Baron von Strucker, Madame Hydra and Helmut Zemo rules the western hemisphere while Dr. Doom rules in Eurasia. Captain America gets revived by Dr. Doom and he's to lead the bad-guy team named the Avengers against the Red Skull. Vol 2 #67 ends with Captain America shocked to learn that his fellow Avengers are just mercenary thugs and not freedom loving idealists. With that, Vol 2 #67 ends to be continued in Vol 2 #68.

Okay, can anyone fill me in on the details of Vol 2 #67 and #68? Apparently in #68 Captain America is allied with a group called the X-Patriots, comprised of Jean Grey, Namor, Human Torch, Spider-Man (Death), Wolverine, Nick Fury, "Dum Dum" Dugan, Iron Man, Ant-Man, Wasp and Black Widow.
