Jason Todd
Character » Jason Todd appears in 1754 issues.
Jason Todd was the second Robin, until he was brutally murdered by the Joker. After he was resurrected, Jason learned Batman didn't avenge his death. Anguished and seeking vengeance, he initially turned against his mentor and father figure and took on the Clown Prince's former identity: the Red Hood. He eventually returned to the Bat-Family and assembled a team of anti-heroes known as the Outlaws.
The Batman Gotham Needs?
Jason Todd. Second Robin & adopted son of Bruce Wayne. Killed by the Joker. Resurrected. Became the first Red Robin and the is currently the Red Hood. In The story arc, Battle For The Cowl, Jason took up the mantle of Batman (a violent one, but nevertheless). He believed he was the Batman Gotham needed and deserved, but could he be? I mean in BFTC, he even said that criminals had evolved to the point where they wouldn't fear someone who would just break an arm or put them in the hospital and he's right about that. So could Jason be the true Batman for Gotham?
In a real world yes.Jason is he guy I would love to have in Gotham if I lived there. But in comics probaly not
If he's just going around killing people then he's just the Punisher.
Did Bruce ever officially adopt Jason?

Nope, batman can handle the violence he creates , jason CANNOT. he tried to attack the mobs twice and both times they brought in guys like deathstroke and flamingo whom jason couldnt beat and needed help from batman.
These criminals will adapt to changing situations , if they find a killer vigilante then they themselves will become better and learn to live in a world with guys like jason.

Like I said before if I lived in Gothan and Gotham was a real world he would be the person I would want to protect me but as far as comics goes no he isn't

That was the point i was kinda making.
Jason's actually rather incompetent. Despite all of the bravado and sass, most of his appearances end up with the title's main characters saving his ass from a bigger evil.
@VampireSelektor: Only cuz he is a Bad guy... Writers make him out to be a lot less then he should be.... Having been trained by Btaman he should be able to give everyone (Bruce/Tim/Dick) a run for there Money .
Useless side note:
Damian Wayne Sucks and they should just kill him off LoL
