Jason Todd was the second Robin, until he was brutally murdered by the Joker. After he was resurrected, Jason learned Batman didn't avenge his death. Anguished and seeking vengeance, he initially turned against his mentor and father figure and took on the Clown Prince's former identity: the Red Hood. He eventually returned to the Bat-Family and assembled a team of anti-heroes known as the Outlaws.
There needs to be some payoff for what they set up between him and Joker in that 0 issue. It could be good. I hope this book doesn't totally ignore revelations from Batman Inc. though.
@fodigg: we dont know when that issue takes place, and frankly Batman Inc makes no sense in this current continuity to me. The only thing relevant is the bounty on Damian's head, otherwise I see a bunch of nonsensical wannabe heroes taking orders from Batman. If Morrison has the right to ignore what Jason Todd is doing, and his feelings, Lobdell has every right to ignore what Morrison has done.

Hey, I'm all for standalone books, but what's the point of a reboot if the rebooted universe isn't going to make sense?
