    Monstructor, and the transformers who form him, were held prisoners in Garrus-9. But a Decepticon attack led by Banzaitron, not only set them free but damaged the prison. 

    In order to capture the prisoners and punish those who were responsible, Ultra Magnus, the warden of Garrus-9 set another inmate free: Arcee.
