There's no member of the team they can't replace or haven't replaced. For as long as Storm and Cyclops were leaders there's no situation that one could be put in that another couldn't get them out of. Barring small situations where Colossus saved the day because all of the X-Men were captured or some other crap none of them are replaceable.
And at the end of the day none of them mean more to what the X-Men are in universe then another.

Xavier has been easily replaced as well by multiple people. We have seen xmen form in aoa and other universes without Xavier. Saying no one else is important but he is sounds hypocritical.

But we still had xmen with no Xavier which contradicts what some other people were saying.

Xavier was easily replaced by Magneto, Beast, and Cyclops.
Meanwhile the original xmen fell apart without Cyclops and needed him to lead them again, but he is not important at all because he could be replaced.
@david_james: The entire Age of Apocalypse plot is about the importance of one man. The only reason their are X-Men in Age of Apocalypse is because he inspired Magneto in death. He is the single most important X-Man.
Cyclops is important because he lead the team. If he just got up and left and they fell apart it doesn't make him more important to the Grand scheme. It just shows that a team whose leader leaves may fall apart. But if all of a sudden Cyclops was never born..the other 4 O5 are still around and Xavier could've replaced him with another X-Man or agent that he had hid in a corner somewhere.
The fact is that there has been to many versions and variations of team for any single X-Man to be the most important. For as popular and relevant as some of the X-Men are the complete change in direction for the X-Men franchise at almost constant 5 year intervals makes it impossible for ONE X-Man to be more important then another one from 5 years later. It's a ridiculous question to ask from an in universe perspective. And the only answer is Xavier...he's the only one who serves as the Genesis for not only X-Men plots and solutions. But for X-Men members and origins. He effects so many characters across so many generations and decades. Cyclops lead a school and the entirety of mutantkind...now Storm has at least as much Manpower and influence as Cyke weilded at his height. But Xavier serves as a common origin point for both of them...but you aren't allowing that answer.

@David_James lol its not a stupid question. It's just there's no good answer that can be given that can't be invalidated. Like is Cyclops REALLY more important then Storm? Maybe nowadays...but Storm was more important to the team during a period when Cyclops was retired or running another team and her involvement tends to be with world effecting stories. Jean is the White Phoenix of the Crown...she's a cosmic being. Doesn't get much more important then that...except Magik stopped the Elder gods from destroying existence or something. Psylocke stopped Brian Maddox, but Wolverine saved her life repeatedly. Who knows.

I don't think there's a RIGHT answer, but I have to go with @koays: Xavier is the most important. In my opinion (and his, obviously), he's the most important X-Man that ever was, because without him, there would be no X-Men. Even after his death, his dream remains and we're still talking about him in recent stories. You can't say that's false, or that's not the good answer, because it's only an opinion. (The right opinion though) (Kidding)
Going with Jean Grey. Things just don't work out when she isn't there - the chemistry is off. One way of approaching it is that she is the X-Man with the strongest claim to be his successor - Xavier seemed to favor the combat leaders to lead the X-Men, but Jean's backstory and history are tied to the school as a student as well as an X-Man. Also, one of the X-Men's most important contributions to the superhero genre is the Phoenix story arc, no matter how tiresome it gets retreading it, so that can't be overlooked.
Sage could be. What if she could use the knowledge she "downloaded" from the Omniversal Guardian, Roma, to save the mutant race by migrating the species to an unpopulated alternate Earth and closing off the doorway behind them?
