Who can I attack?

Like I said in one of my previous posts I'm going to have an insane man try and "conquer" the world. Really he's just going to try and conquer it, and then leave. But people wouldn't know that.

I'd like to know just what am I allowed to do and who can I attack?

Go challenge someone's control of their empire, I think an empire owner is obligated to answer a reasonable challenge after a certain amount of time.

Hmm, I like that idea. Take note, you'll be working with two completely insane men who torture people every day. We'll have to plan this out of course, what countries would you prefer?

@admirallogic: Any Ex Soviet Union country (Probs Ukraine and others next to it), also no qualms about torture.

The Institution puts their squeamish co workers to work on other stuff while the non sqeamish ones get stuff done.

I think that event battles that are explicitly not empire claims would be better than going through the actual empire claims process. If your whole narrative for this character is to try and claim and then leave, and you actually do a legit empire claim and then this character just...leaves, well I'm sure you can see the problem with that. So I would do an open event RPG attacking a location, but don't do it as an empire claim. Just my take on it.

I guess I'll just do the one empire claim with the_institution then. And the rest will just be events

I'm still gonna caution against that, if your grand plan for the empire's narrative (should you win) is that your character is just gonna abandon it and leave, but do what works for you.
