Not to be pedantic, but the Milky Way is a galaxy, not a solar system. There's only two inhabited worlds in the Solar System (discounting Pluto) and only one could actually make it to this meeting.

You realize you just asked two people with zero authority on Earth (in terms of land and stuff) to drop floating castles in countries? There are no world leaders there, you try that and people are gonna fire on you lol

This is accurate, Winters may have to point out he actually has no legal power himself and couldn't advise that unless they got permission.

Of course he also has a space station operated by Blackcat which doesn't technically have any legal power either, so it's not like he'd say anything about the legality of it.
