Shenron Lord of dragons summoned to earth by a Dark wizard wishing to bring back dragons to the world we now know. He originally from a time where an abundance of dragons were to be seen, cast himself into the future only to have none in his grasp. An old ring he carried forged with gem named "Tears of a dragon" is how he summoned Shenron whom now wishes to know the reason. The dark wizard tells the Dragon of his family being no longer in this realm and it enrages Shenron whom soars into the skies scouring the world for himself. The wizards words being true.... using his very own fiery breath he scorches the landscape and mounds the earth manifesting eggs which he buried and proceeded on breathing flame on to the earth mound hardening it into a crust

The first of the Dragons to be born is the roost keeper, whom matures immediately to watch over the others.

Roost Keeper

The dark wizard cracking his knuckles raises his wand to cast a spell on Shenron but the king of dragons catches the subtle movement. Blowing a raging inferno at the wizard before he had the chance to raise his wand incinerating him as he stood, yet the wand stayed intact falling on the the ashes below, in the ashes rose a phoenix shrouded in umbra clutching the wand and flying off.

The eggs began to hatch and the dragons grew quite rapidly, spreading out over the land. Each claiming a hunting area where as to feed and make their own roosts.

Land, Sea, or Air.. These mighty beasts are there...

"Magic shall rise again, and so have I" The dark wizard now standing in his human like form shouts into the air.

Magic City

The armies of the world caught off guard by the dragon attacks all crippled and forced to retreat underground. Wicca and other pagan/ shamanistic spells empowered and gave rise to the darker arts as well such as demon/devil worship rituals. High witches/warlocs, Faeries, Demons, Dryads, Druids, lycanthrope, Nosferatu, and many other magic realm creatures began being summoned forth.

Most the technological based societies relied on their army to push back the mystical and those they did not understand. Separating cultures and each focusing on their advancement of offensive and defensive safeguards. The dark wizard claiming the throne of all magical humans and others which could be conquered, only the dragons defied rule. Instead of forcing his rule in means of only using darker magic, he merely decrees peace between the light n dark and elementalists making non magical folk an enemy to the people. A barrier spell keeps them hidden from prying eyes and keeps them out.

Modernists as they called themselves were dressed in steampunk attire and technology became every part of their daily life. from basic design to highly advanced verging cyborg implants. The engineers created a security system which were comprised of dampening fields to absorb all energies within a thousand mile circumference around the perimeter of each city equip with force fields to repel any magic cast on them.
