Best villain is totally Sephiroth.

Why?

The most brilliant in my opinion. He was also a fallen hero, he was tragic, he menacing, maniacal, powerful, and he was calculating. Sephiroth was a villain that was hard to beat, and he got beat by a group that was formidable. They were kind of hodgepodge, but they all had similar goals, and were all extremely well trained. But nonetheless Sephiroth still manages to whoop the team no matter how good they are.

Over and above this no villain has ever incited as much hatred as Sephiroth. I mean, when he kills Aerith, I wanted to make him pay. If you make it that far in the game, then you feel COMPELLED to finish. And it makes you feel so helpless. Sephiroth comes in and just ruins your day, over, and over, and over again. He's put up on this pedestal as the elite fighter of his universe, and then when you face him in the boss battle, he doesn't disappoint.

If you made it to the end of FF7 and didn't max out your characters he was hard. I mean really hard. Several deaths and attempts later when you finally beat him it's gratifying.

Lets not forget...the greatest villain theme EVER composed.

Kefka would be 2 or 3.

Kuja makes the spot next to Kefka for 2 or 3. Why? Because for ONCE a villain didn't reveal his ultimate plan. That gives him mad props.

@floopay: Yeah I actually forgot about Kuja not revealing his plan. I'm not going to argue with someone saying Sephiroth is the best villian. I guess I picked Kefka over him because he actually won.

But Kefka was defeated all the same. And he was defeated after he obtained godhood, which Sephiroth never obtained.

Kind of. He didn't really do much other than build a tower, destroy a town, and then get powned by a bunch of peak humans and a half-esper. Granted, losing to a moogle is nothing to be ashamed of, they are easily the most powerful race created in all of fantasy. But that's beside the point.

I loved FFVI, but Kefka is an example of a character who gained a lot of raw power, but had no real idea how to use it. Even Sephiroth achieved most of his plan, much like Kefka, and even after his death he was still killing off a good portion of the world's population.

Despite VII being my favorite I don't really like Sephiroth at all. My favorite villains would be Golbez, Kefka, Kuja and Jecht.

I kind of wish one my answer could be THE FREAKING MOON from FFIV. I guess I'd have to go with Kuja on this one. While I felt weary about the whole Journey to the West vibe of FFIX I did think he was written a lot better in English than the other antagonists of the series. Perhaps it was more a product of being the last FF game to ship for PS1 or simply having a better writer and/or localization. A lot of the other big bads didn't feel as persistent in the overall plots other than Sephiroth who haunts the story early and often. I wish I could even pinpoint the villain in Tactics. There may be no memorable baddie in that game but I liked the brutality of the plot a lot more than other games in the generation.

If Sephiroth had actually managed to destroy the planet, there would be a big game over. Also, supernova. If that doesn't work, black materia would have if it hadn't been for the Lifestream.

I'm gonna go with Cloud of Darkness.

I know it's kinda out there, but it was literally a giant ball of evil; a manipulative beast that used clones of what you thought was the big bad as cannon fodder. It was SO evil it caused the Warriors of Darkness to rebel against it.
Plus if you forgot to put on ribbons, you were f***ed.

I would consider Golbez if he hadn't been mind controlled, 'cause if you consider Golbez a villain then you have to consider Kaine a villain too.

Kefka, driven mad by the magitek infusion. He personally screwed up the lives of every single playable character. Murders hundred of people for the laughs, actually succeeded in his goals, destroyed the world, became the God of Magic...

Oh, and did I mention that he has quite possibly the best final boss theme ever?
