People can and have written entire books on this subject, but to make a very long and complex story short, it relies heavily on cultural gender roles and social norms.
I don't believe Gender Identity is arbitrary.
If you have a penis you are a man (this doesn't mean you can't be feminine)

Gender roles have only been changing recently for most of our history women have cooked, cleaned, and even helped work fields (in rural areas). Men have up until recently always been the head of the households and would provide food for the family.
but don't get me wrong do what ever the hell you want to do. I personally don't care just giving my opinion on the matter.

Masculinity and femininity are the generally percieved averages of their respective sexes... gender identity is tricky in that it largely relies on the level of "enlightenment" of a person. Sometimes emulating certain characteristics commonly seen in a certain gender is enough. Sometimes you need to emulate them strongly enough to obtain the associated label. Gah. It's hard to explain really. Too damn much.

Masculine refers to anything that is something that the majority of males have in common.
Feminine is the same save for the majority of females.
That is their literal definition. With the rise of feminism and gender ideologues you have this try at separating male/female and masculine/feminine from each other and claiming that masculine/feminine are just culturally formed roles associated with a particular sex artificially.
The problem with this, even if I bought into it, is that they (gender ideologues also know most as feminists) accept the idea of "trans" gender and if you listen to what they are saying they always ascribe negative traits to the masculine which most men are and positive traits to women which most women are.
The truth however is that it is quite a bit more complex and yet simpler at the same time...
There are 3 brain types. They are labeled male, female, Mixed?(i can't ever remember the name of the 3rd) pretty simple to understand. Roughly 83% of male/female have male/female brains in accordance with their sex. ~17% have it reversed. and ~1% have mixed. There are around 5 or 6 basic stand out traits that separate the primary 2 and the 3rd has either all or a mix of both types. Males tend to be more spacial-recognizing and visual oriented where as women are more, say land mark oriented and mental. This is why men tend to like video porn and women like smut porn. Men like things where there is a lot of visuals where as women tend to like where there is a lot of thought put in.
So we have those basic biological differences, but we also have nurture instincts that shape biology. For example, we know that when a baby cries, if the baby is male people will respond less to it and slower and will generally hold them less. This generally creates a mentality within the baby that complaining won't solve my problems so I have to figure it out on my own where oppositely female children will be responded to quicker, more caringly, more often, and will generally get more attention which creates the opposite idea of "if I cry loud enough, my problem will be solved" Simultaneously how much a child is touched when they are younger has an effect on the brain form wise which causes Sociopathy. Though I'm pretty sure psychology doesn't have anything like this... I think that there are 2 forms of sociopathy... The kind that we're familiar with which is caused by too little touching... and then I think there is likely one that is caused by touching a child too much., but that's just a guess...
To go further we then have more biological instincts which dictate many things that without our species would work. For example, everyone has an innate bias against men and for women. This has to do with selection pressures and is somewhat derived from how we have children. Basically, a woman having a child is unable to do anything for 9 months and risks her life in getting pregnant... before the modern world. While on the other hand Men can have children, but are stronger and all that stuff. If men did not protect and provide for women, their offspring would die. This lead to men having an ingrained instinct to protect women. The better men were at this, the more their offspring flourished and the more one devotes to this the better they are so the strong desires become as they are in modern males.
These are basic traits and become culturally reinforced in a loop. The trait creates the culture and the culture supports the trait. And these traits express themselves in a number of ways. I would argue that homophobic rage against gay men that some people have is actually a result of the instinct to protect. Men have a need to protect, they see gay men as a danger, this causes an instinctual reaction to protect the women and there you have the fear and rage...
And then we returned to the idea that gender is cultural... the answer is...well partially, but that culture is formed by the nature itself. And the people who really argue about this is feminist transgendered people... They are argue, like being gay, that transgender is a nature thing, but gender is a cultural thing. These are contradictory... You can't be naturally different if the thing you are different about is cultural. It's a choice and as a choice one can then pass moral judgement. This ideology is contradictory and doesn't actually work with the desired goal of arguing nor the facts.
Sooo if you followed me...
Masculine/Feminine is either
1) A set of traits that are naturally chosen that is created by culture that just so happens to make one negative and the other positive and just so happens to be associated with a particular sex.
or
2) A set of traits that the majority of a sex has that creates, influences, and is reinforced by culture.
1 is feminist theory 2 is reality. 1 is contradictory and is nonsense 2 is consistent, but is complex and has many parts that need to be studied to create a comprehensive understanding. 1 is what is taught in gender studies and various other soft science classes 2 is what the facts bare out from the hard sciences. 1 hateful and is basically censorship 2 is understanding and open to exploring why things are the way they are.
I think it's clear that 2 is correct, but if you want to go with 1, you're wrong, but you'll fit in with the majority of the people in the world...who are largely crazy, uneducated, backward, below average people, but you'll fit in ^.^
