Either the attack was caused by ISIS & government foreign policy, or it was caused by racial tension, which has been caused by ISIS and domestic government policy. So whether its one or the other is largely moot as the solution is the same regardless.

So your telling you didn't pay attention any of the updates from the German media and just guessing based on recent terrorist attacks.

I'm telling you its irrelevant, either it was an attack caused by ISIS, or a right-wing attack responding to racial tension caused by ISIS.

So either way ISIS, and poor government policy is responsible. There is no option where "ISIS has nothing to do with this"

The gunman was found dead hours after the attack, apparently having killed himself with a single shot to the head. He had a handgun and a backpack with 300 rounds of ammunition in it, police said. The authorities did not release his name, and said that he turned up in police records in 2010 and 2012 only as a victim, once having been bullied by three other young people and once having been robbed.

The nine people who died were mostly young: three were 14 years old, two were 15, and the others were 17, 19, 20 and 45. Three of the nine were female. All lived in the Munich area. The attack on Friday occurred on the fifth anniversary of a massacre in Norway by Anders Behring Breivik, a right-wing extremist who killed 77 people in a bomb and shooting rampage. Asked about a possible link to the anniversary, the Munich police chief, Hubertus Andrä, said “this connection is obvious,” and said it was part of their investigation. “We must assume that he was aware of this attack,” Mr. Andrä said.

The gunman used a 9mm Glock, but the serial number on the gun had been scratched off, complicating the authorities’ ability to trace the firearm, Robert Heimberger, the chief of the Bavarian State Criminal Police, said at a late morning news conference. He did not have a license to own a gun, as required by German law.

So far it's suspected it was retaliation because he was being bullied. No ISIS connection at all in fact.

Actually some witnesses have stated that he was shouting "Allahu Akbar" whilst shooting at people.

and on the other side of the narrative -

as stated, if he was bullied for being of Iranian descent, this is likely a product of racial tension in Europe caused by ISIS attacks.

Shouting Allahu Akba does not denote ISIS at all. It's a religion term.

People are overly focusing on ISIS. There are plenty of other Islamist organizations and countless lone wolfs. When we destroy ISIS, a new organization will just take it's place, and nothing will change. We are in the war of the ideas, what we need to do is find the core root of Islamist ideology and destroy it intellectually, over and over again. And when I say "we", I mean our representatives, our leaders, politicians, intellectuals, comedians, and ordinary people.

But it seems like this particular attack wasn't motivated by Islamist ideology, at least not directly.
