That's a misrepresentation though. She was the Goddess of War and necessary destruction. It was compared with mother's anger when someone harms her children - when something evil torments people and they cry out, she goes around wrecking stuff.. The picture in question is after destroying an asura, she started doing a war dance, which was about to destroy creation - so Shiva lied down below her dancing feet till she calmed down.
Of course, with a purpose like that, it's almost sure to have crazy followers (kind of like how Swastik, a very sacred symbol, was twisted by the nazis and it's still infamous in the western countries) But people who worship her aren't just soldiers. Some of the politicians visit the temple before elections, or some students before an exam. Basically, it's about being at your best for something important.
