Well ghetto really mainly refers to poor, and the answer to that is, of course.

But anyway, "ghetto" or "urban" culture has some traits that some people find undesirable. I think the only issue that many people have is that some people say "ghetto", but they use it to mean "black" or have racial implications with more leeway.

Well that would depend entirely on what you mean. If you mean it to say "poor" then it shouldn't be an issue. If you mean it with racial implications in mind, then it's not hard to see why some people have an issue with the word.
