Well it can get deeper and deeper. But things like smp one million should be abolished. anything that can immediately be called out as PIS should not be published.

If we're talking powers, no. At a certain point you have to stop giving power ups to characters (unless you like Shonen Jump). As far as character, ideally you'd want to, but more often it's turns to the latter. Take characters like Spiderman or Batman. After x amount of decades, there are just so many plots you can do without constantly swapping/retelling stories, and in that time readers expect to have certain constants in the characters' personalities that they don't want to see change.

I mean there's only so much you can develop a character. After a while I'm assuming character development would stop/at least slow down.
