for this reason. It was the first death I've ever read in comics, and consequently stuck with me ever since.
Runner up is Thanos he's done what few if any villians ever have, he's won (only to change it all back on his own) Wich I admit is a greater feat then what Bullseye has done, ever, but as I've said Elektra's death at his hands is just ingrained into my mind.
My favorite villain is Dr. Doom and even in some stories you can see that he is not exactly a villain.
I love to read about this character. I find his background story very interesting.

Yehp. Surprised it took so long for someone to say Doom. For me, Doom is my favorite comics villain of all time. Mag's is a close second over at Marvel.
It's a tie between my two favorite characters of all time....Hyperion (king and old versions) and Air-Walker (herald of galactus)
Dr Doom - He is a boss in so many ways, everyone is terrified of him with good reason.
Magneto - The most well well established "villain" even if you do not agree with anything he has done, you can at least understand how and why he is what he is.
Taskmaster - A great concept that has never been put in the right hands or situation. The potential to be the ultimate street level villain.
You dare ask for reason as to why Victor Von Doom is the greatest super-villain in the Marvel Universe?
It's Ultron. No villain has ever challenged the Avengers like he has, on such a physical and mental level like he has. No matter how many times he's defeated, he will always return to threaten Earth's Mightiest Heroes in ever more dangerous and varied ways.
Plus, his origin ties in with a founding Avenger, giving him extra significance.
Or, Dr Doom is pretty cool too.
