I'd say both can stop him and both would be equally successful. The only advantage in the situation Supes might have is flight and the ability to take Juggernaut off the ground to prevent collateral damage better.
Hulk's solution will be one of brute force, eventually pounding Juggernaut into submission. Superman might do something creative with heat vision or ice breath, or fly Juggernaut somewhere else, ending the threat to me quicker. So I choose Superman.
