Who are the most powerful non-superpowered Heroes and Villains in comics?

Who do you guys think are the most powerful superheroes and villains that do not have natural, or mutated high tier superpowers? (So no mutants, Kryptonians... etc. but I think super-soldiers such as Captain America count because they're increased strength mimics that of peak human capabilities).

And by powerful I mean considering their resources, skills, physique and intelligence all summed up into one score.

I think these are some considerable candidates.

To me any hero/villain who needs a super-armor are superpowered. So Iron Man shouldn't be in your list.

Secondly, heroes/villains with access to supertechnologies are also superpowered. So Batman, Lex Luthor, ... should be ignored too.

As for Captain America, he is above peek Humain, I would also rule him out.

This leaves out not many heroes/villains, so here a list from the top of my head (not ordered):

  • Typhoid
  • Bullseye
  • Punisher
  • Ra's Al Ghul

Frankly I wouldn't count Batman as being non-superpowered with the some of the things he's able to do and such.

BP shouldn't be on there either than. He wrested an Elephant or a Rhino ( one of the other to the ground and is often depicted as around caps physical equal.) Deathstroke as well is actually depicted as being physically stronger than 616 Cap usually.

@just_sayin: I'm pretty sure Doctor Strange has innate magical abilities and thus superpowers and I think Hank Pym infused the Pym Particles into himself or his various suits.

@majin77: Ra's has the Lazarus pit, he is also able to send his soul into other bodies. But for fighting these have no purpose.
