What tier is this character

What tier is a character with these abilities:

- limited telekinesis (can move people around but has no feats of moving them while they are fighting to break free)
- energy blasts (can also control them mid air)
- flight
- ability to summon amounts of rock giants
- ability to manipulate earth in general (create mountains in seconds)
- can stop the time around a certain object / weapon to stop it from moving (cannot do it to humans themselves though)
- supehuman strength & durability
- instant teleportation
- ability to create portals that contain any object they need in mere seconds

Bonus question: If a character was seen able to manipulate the Moon in a mere second, can we assume that they can also do that on other planets or on the earth?

Depends upon energy blasts and strength

@apex_pretador: Well, she can also create portals that can contain any object in the world she wants. So can't see just take any weapon she needs in a battle?
Strength and energy blast levels:
Strength - She can break through metal, rock, send large muscular guys flying several yards away
Energy blasts - Similar strength level just about 3 times stronger, it can also trap opponents in cages made of this energy. These blasts can also work like lightning that overcome another beam created by an object said to have "unlimited amount of power and energy".

Does mid-tier have many fighters that can beat an army of rock giants as well as her powers?

This is mid tier, not high mid tier. Portals are a big advantage here. However other than that, most of these things MCU Iron man can do, & he's low mid tier.

No, he can't use portals / teleport or telekinesis. Thats why I said "most of them" other than portals, not all of them. He can lift 100 tons and fly at hypersonic speeds.

Anyways, Movie Apocalypse seems a better match from these powers. He also has super strength , durability, telekinesis, matter manipulation / can create pyramids , shields etc.
