Let's say Batman or Lex only has 30 minutes prep time and they can't use the batcave or lexcorp or leave the battlefield (which is in a random empty city). I figured they can use surveillance cameras to spy on the enemies, but I'm not sure.
What can smart people do with 30 minutes prep?
I mean, it'd depend on the area imo. Batman can't do much in a desert, but can do some big damage in a city.
And you have the suits that can do some damage in itself.

Unless someone's a speedster, crazy accurate telekinetic (and can multitask like a mofo), or has control over time no one can do something in 30 minutes.
Unless whatever the know exactly what they need, it's only chemistry based, and everything is already set out for them simply moving between task to task would take too much time for someone like Lex or Batman.
So yeah. As someone else said. They can make a sandwich.

I know, but I wanted links or pics of people doing that! I've never seen it before! Even Lex Luthor admitted that it'll take weeks to create a new Android body (when Amanda Walker destroyed it with a gun).

Sorry for no clickable links I'm on my phone. This is a small assortment. He basically is crafty and ingenious and takes on militias and other trained personnel with nothing but a small Swiss army knife and his chemistry and mechanical skillz, never using a gun and usually paired with a child or woman.
What they can, or cannot do, is limited only to the writer's imagination really. And it's situational. Very hard to answer your very open question as a result. Someone like Batman has shown he can do a great deal because A) he has studied and developed a response for every major threat, or potential threat, to his known universe and B) he always carries on him a set of basic utilities to help him survive the essentials. Due to A) I'm sure he has a backup should the "Bat Cave" be compromised and will get there. Why? Because the Bat Cave would undoubtedly be compromised should, say, Superman unexpectedly become enemy number 1.
Which Bruce would be prepared for.
So, short answer? I would say yes, Batman could counter in 30 minutes most foreseeable threats.
Well assuming it requires some type of device, not much. They could probably think up a plan, but actually building a device can take quite some time. Unless you think they could build a batmobile in 30 minutes, lol.
Though I do remember Batman building gauntlets one time while trapped in a cave with about 10 minutes worth of air. I also remember pre-crisis Lex building a device from a jail cell. lol. I'm on my phone so no scans.
