you are a very well read person. good points,but can any of those weapons destroy planets?

true,mind control is another. but I don't see the ring from lord of the rings being on the same level as the Ultimate Nulifier or the Green Lantern Central Batt. Thors hammer if he were to use it at full power can lay waste to a planet,the ring can't do that. Which one do u want in a fight,me I want Thors hammer. Lets take the cosmic cube,if it were in the LOTR movie and lets say frodo had it,the battle would,ve been over before it began.

Krytonite can only hurt supes. I agree with all the other accept he-man sword.and Liono's They don't have power on a cosmic level.The one ring all I saw it do was make people invisible. LOTR was still a cool movie though.

This list is incredibly debatable because we are talking about ultimate cosmic devices that supersede reality. I would think the inifinity gauntlet should be in the top slot all by itself. The ultimate nullifier is hilariously powerful but gets nerfed by the infinity guantlet and here's why:

The nullifier can destroy entire timelines at the peak of it's power (or at least, the peak of it's recorded power...). That's pretty fantastic, but with all the gems in the guantlet, you could read the mind of the nullifier user (from virtually anywhere in existance/time), dimensionally halt all goings on in that particular time stream, and then wish the nullifier out of existance/and or it's user. Since all the gems give the user "near" omniscience, this could actually play out on several timelines at virtually the same time, with the ONE gauntlet user defeating MANY ultimate nullifiers and nullifier users. So, because "Galactus fears the nullifier" doesn't really put the nullifier in the same league as the gauntlet. 
 
also, the nullifier looks stupid. Like reed richards futurisitc corncobb pipe. And that's gotta count for something. 
 
also-also, Sailor Moons "Moon tiara" destroys everything it touches on immediate impact NO MATTER WHAT (seriously, watch the show). It kills the death star, baby magneto, unicorns of all ages, spidermans wife, the entirety of hill valley, my own personal water filtration system, bart simpson, most green vegetation, and ogres with vacuum arms. I think that AT LEAST deserves top ten. 
 
I am also not well versed enough to comment on the D.C artifacts.

since you included the enterprise....what about the guardian....as we know from the story "the city on the edge of forever" all things are possible....spock actually has to go back in time himself in the cartoon star trek and help himself as a young boy with a test of manhood otherwise he will never exist....if one could learn where to interfere with time all worlds and time lines and people could be removed with the blink of an eye....

Boy, there are a lot of comic universes in the mix here to make any sense out of the dispute...
Anyway, if we go by Marvel, the most powerful device ever was the Heart of the Universe, with it not even LT can fight back.
The "smartest" device however, was the machinery that allowed to absorb the power of the Beyonde himself, it takes a genius to create something that can ripp off the single strongest entity ever knownand collects his power...
Another strong thing was the Star Brand, with it the owner could be invencible for as long as had faith in his power.
