In my mind it seems to be someone who dispenses what most would consider justice. But lacks the defining traits of a hero. They are just someone with the power to put baddies down and they do. Red hood in a lot of cases is a great example of this.
What is a real hero? That's a big question. Someone who sacrifices. Doesn't take the easy way out. Spares and enemy. Cares for those that don't care for them. Will power. Overall good morals and ethics. List goes on.
again things I can see lacking in someone like Jason Todd and other 'anti-heroes'
I don't think there's a concrete set of criteria for an anti hero but rather our own interpretation based on character traits we associate with good and evil in that case a mixture of them
