Impossibly powerful celestial beings in their relative infancy. When we watch the Teletubbies, we're just seeing the entire episode through a cognitive filter, our brains can only process so much without being crushed by the enormity of infinity. When playing in the meadow and what have you, they are in fact disintegrating entire multiverses through their 'play', our brains just display it as something we can understand.

When the 'time' (since they exist outside of a conventional expression of linear time it's difficult to properly articulate what this means) is right, they will enter into apotheosis and become a being akin to Mxyzptlk.
