If anyone has seen Avengers 1 & 2, Captain America all 3 movies very carefully, can you please clarify this?
Is MCU Cap a bullet timer?
Yes, he is. In the first movie (Captain America: The first Avenger), the leutinent (Or whatever her rank is) he was dating, caught him kissing/flirting with another girl and got mad at him. 1 scene later, they bring his shield out(It has no markings on it or anything, it is strictly silver), while Steve is holding it at his side, his "Angry" girlfriend shoots at him while his shield is still hanging by his side, he realizes what going on and quickly raises his shield to defect the bullet(s). She then responds, "It works fine!" So yea, MCU Cap is a gun timer
He's not even close. A lot of Comic Vine users believe that sheer strength is the only important factor in a fight and if Cap is beastly enough, they can just give him the benefit of the doubt on other aspects like speed. But that's not fair. His speed feats are terrible.
Cap was able to beat Iron Man. Only reason Tony even walked out alive was because Cap needed to tend to Bucky.
No. Not legit bullet timing at least, they can aim dodge though.
He had bullet-timing feats in CW, but he has feats that negate that in earlier films I believe (could be misremembering on this). I think he is a bullet-timer, just not a casual one.
No. One of the higher end speed feats that we've seen in the films so far is T'Challa catching an arrow, which Cap may not even be able to replicate, never mind 'bullet-timing'.
Tchalla actually caught two arrows and before that he was ducking around them from just a few feet away. It was pretty impressive when you consider how crazy skilled of an archer Hawkeye is.

No. He can aim dodge against fodder but he failed to aim dodge against Bucky in their fight too.
MCU characters in general lack speed.
Probably closer to aim bodging. Legit bullet dodging is really, really rare (which requires one to dodge a bullet in-flight, not dodging when they see a gun - which is aim dodging).

The way I see it. Bullet timing is moving after the bullet is fired and before the bullet reaches you, deflecting a bullet, and catching a bullet/seeing bullets in slow motion.
Cap is at the very least a very accomplished aim dodger, but I put him as an entry level bullet timer. He's moved after being shot at several times, fought 2 legit bullet timers without being slower and should have at least a reaction time 4x faster than pre serum based on the statement on his metabolism

Cap is bullet timer, and he is very fast in combat sped by feats , he was able to fight evenly with other bullet timers and hit them and dodge their hits.
