I haven't seen the second movie but the reason it was so awful was because it was made by Dreamworks Television studio, not Dreamworks themselves. It did not even have a theatrical release.

I don't think that it's too late because if the actual Dreamworks decided to make a sequel then it would probably end up better than the first one because they specialize in sequels. KFP2, Shrek 2, The Croods 2, and The Last Wish all ended up being better than the first ones.

No successful IP will ever stay stagnant with modern Hollywood refusing to come up with something original.
