If you think about it, Joker is a pretty feared and twisted villain who's done so many despicable things that make many other villains look like nice people. The Joker is a pretty scary guy if you read any of the more modern Batman comic books and think about it. The Joker may not be super strong or immortal like Jason Voorhees or many other famous slasher horror villains but he does have a bit of an unpredictability and intelligence level that is comparable to Hannibal Lector.
