Metropolis I'd say although things like Intergang, Lexcorp and the various alien or pissed off metahumans that terrorize the place are troublesome. But it does have Supes. Gotham is more horrible, and its less brighter and optimistic, not to mention haunted and cursed by a warlock and hordes of gangs, thugs and serial murderers throughout.
And its protected by an emotionally triggered, anti-social man in a Batsuit with crippling PTSD.

Gotham is two steps away from being a total slum with corruption ten times worse then The Mob Run New York of the 1930s and 40s...And crime levels much higher then Chicago and Current day Detroit.

Metropolis must be the better place to live by every common measurement. The best argument Gotham has going for it is that it's a *great* city, despite its shocking problems. Its long history is manifest in its rich culture and varied architecture. The personality that it has developed over 70 or so years of storytelling is more beautiful than that of Metropolis. But part of this personality is a sickness whose symptoms are crime, corruption, and a hardened population. If faced with the choice, I would probably visit Gotham for the gothic architecture and opera house or something, and live in Metropolis.
